Long-Term Reform Proposal for ACL Reviewing

Dear ACL members,

TL;DR: In addition to the short-term proposals, we are now
also releasing the long-term proposal. Please provide your
feedback on the proposals here:

The rapid growth of submissions and the increasing
popularity of preprints have caused several problems to the
current ACL reviewing system. To address these problems,
the ACL Committee on Reviewing has been working on two
proposals for reforming the reviewing system of ACL-related
conferences: short-term and long-term. Previously, we
released the short term proposals focusing on four
complementary actions to be implemented in the near future:

Today we are releasing the long-term proposal:

https://www.aclweb.org/adminwiki/index.php?title=ACL_Rolling_Review_Prop...

This proposal envisions a two-step reviewing process:

* Step 1: A centralized, rolling review process that can be submitted to
throughout the year

* Step 2: Submission and acceptance to individual publication venues

If implemented, this proposal has the potential to reduce effort, improve
continuity, and reduce time from research to publication.

Please provide your feedback on the proposals here:

I would like to thank the ACL Reviewing Committee -- and in
particular Graham Neubig (for the long-term proposal) and
Amanda Stent, Anna Korhonen and Yang Liu (for the short-term
proposals) -- for devising and refining these proposals.
