2025Q3 Reports: Member at-large / SIGs&BIG

The ACL currently has 30 SIGs (up from 29 last year). The new SIGs is SIGSEA: SIG on Southeast Asian Natural Language Processing. ACL also has one BIG (EquiCL). Most of the SIGs and the BIG are currently responsive; I note the following concern:

- SIGHan has not been very active in recent years; the last workshop they organized was in 2017; a workshop was proposed but not accepted last year. The SIG has missed holding a new election in last autumn; I did manage to get in touch with the president of SIGHan, and they are discussing and will get back to us with next steps (probably holding a new election).

More information on specific SIGs can be found in the freshly updated SIG_Compliance or the SIGs' individual reports, which contain information on their board composition, membership and recent activities. Most SIGs report a recent growth in membership numbers, and most have recently organized a workshop or conference.
