The committee will have two co-chairs, who are nominated by the ACL exec, and will be composed of at least six members (including co-chairs).  The selection of co-chairs and other committee members should consider diversity, equity, and inclusion (see [[Promoting Diversity and Avoiding Bias]]).  Committee members may be selected from (but not limited to) the following categories.


Award committee will have two co-chairs, who may be nominated by the ACL exec outside of the categories mentioned below; and will be composed of
* Editors of Computational Linguistics, Transactions of the Association for Computational Linguistics, and ACL Rolling Review
*editors of CL and TACL
* Chapter presidents/chairs  
*the chapter presidents/chairs (other than ACL president)
* Presidents/chairs of SIGs  
*the presidents of all the SIGs, which had a workshop either 25 or 10 years earlier, and are still active
* Program and general chairs of relevant conferences (*ACL conferences 25 and 10 years earlier)
*program and general chairs of the relevant conferences (ie ACL 25 and 10 years earlier, and any other relevant chapter conferences / EMNLP)
* Program and general chairs of recent conferences (*ACL conferences up to 5 years back)  
*5 ACL fellows
* ACL fellows  


'''Who judges:''' Expert committee: all ACL conferences’ general chairs, program chairs and ACL presidents in the interval ([current year-5]- [current year-1]); plus 5 ACL fellows. The committee will have two co-chairs. The co-chairs at their discretion can add ad hoc experts to cover specific areas not represented on the committee. Preferably those ad hoc experts would be chosen among  ACL fellows.

Candidate papers: All papers published in venues under the auspices of ACL (including journal, conference, and workshop papers)

How many: max. 4 per year; max. two for papers published exactly 10 years back, and max. two for those published exactly 25 years back, from the time of the announcement of the award.

Who nominates: Test-of-Time paper award nomination committee
