* The current ACL Administration Team have now received training on PCC procedures.
* We have designed a new training programme to cover the process of investigating harassment claims, with a particular focus on online harassment (which now constitutes the majority of cases we receive).
* The training session planned for ACL2025 in Vienna had to be postponed because our announcement to PCC members was trapped in an email posting on the ACL server, which was made defunct without informing us.
* A training session is now scheduled for ACL2026 in San Diego in July. However, we are concerned about potential US visa and immigration issues affecting the attendance of our non-US members.

== Caseload ==

* Of the complaints of harassment received during the reporting period, none required a formal investigation, as they were resolved by the parties involved, withdrawn, or fell outside our remit. We are in the early stages of a new case.

== Overview ==

The Anthology staff comprises Matt Post (director since 2019), two current paid assistants (David Stap, Ankur Kejriwal), and a number of volunteers. Over the past six months, active volunteers include Marcel Bollmann, Nathan Schneider, David Chiang, and Arne Koehn. We have lost our assistant, Xinru Yan, who took care of day-to-day operations, and I need to post an ad to find a replacement with a sharp editorial eye.

A. Seza Doğruöz continues to handle submission of main conference materials to various indexing services (Web of Science, Scopus).

== Main items ==

Here are the main accomplishments and discussion points since July 2025:

* We completed our [https://aclanthology.org/posts/2026-01-26-new-author-system/ author transition] to the use of ORCID iDs. This was a tremendous software engineering and planning effort championed mostly by Marcel Bollmann, Nathan Schneider, and myself, with input also from David Chiang and Arne Koehn. We are now working to advertise this to ensure that authors create iDs and add this information to their profiles in various submission systems. We are in communication with MIT Press, ARR, and Softconf (who added the information to their ACLPUB exports). We have contacted CCL. We are trying to reach LREC.

* Nathan Schneider has been working steadily through the author page backlog, where we manually verify and disambiguate author pages.

* Nathan Schneider created a very useful issues dashboard. We have reduced the number of open issues from 578 (on January 11) to 350 (March 11). This has been very useful. There are currently (March 11) 88 author page requests open, 32 paper metadata requests, 26 ingestions, and a number of other issues, ~150 assigned to milestones throughout this current calendar year

== Plans ==

We continue to hope to be able to expand our citation framework to include plenary videos. This task is left over from last year and was stalled due to the intense amount of work required for the author transition.. There is some progress here but no news since the last report ([https://github.com/acl-org/acl-anthology/pull/3603 #3603], [https://github.com/acl-org/acl-anthology/pull/4309 #4309]).

<p>- Based on the report and suggestions from the ACL2024 best paper award committee chairs, the executive committee discussed the procedures of best paper award selection. Concerns were raised about the operational challenges of identifying non-publicized papers and collecting anonymized versions of camera-ready papers for award selection. The committee agreed to revise the ACL wiki to clarify the policy and selection process, and clarify the link between the ARR submission questions and the non-publicized paper awards.</p>

<h2><strong>Virtual Conference Experience</strong></h2>

<p>- The committee will continue to explore ways to improve the virtual conference experience, including more interactive sessions, panel discussions, and pricing models that would approach marginal virtual participation cost. The goal is to make virtual attendance more engaging and accessible.</p>

<p>- Concerns were raised about the review burden on interdisciplinary researchers, and some proposals were put forward, including: allow workshop papers to count towards reviewer qualifications, and consider a simpler system where senior authors are automatically conscripted to review a set number of papers.</p>
<p>- Wei Lu, CL Editor, proposed to develop a framework for sharing reviewer performance data across ACL venues and implement a "Best Reviewer Award" to incentivize high-quality reviews.</p>
</ul>

<h2><strong>Future Conference Organization</strong></h2>
<ul>
<p>- ACL 2026, ACL 2027 and ACL 2028 will be held in North America, Asia/Pacific and Europe, respectively. Discussions were ongoing regarding whether ACL 2027 will be a joint conference with another organization (e.g., IJCNLP).</p>
<p>- Consideration was being given to hosting EACL 2026 in North Africa (e.g., Morocco or Tunisia) to diversify locations and accommodate weather preferences.</p>
<p>- ACL members-at-large will discuss and propose a possible mechanism for each member to rotate and undertake a certain task, such as conference award, regional ACL organization, etc., instead of one member always doing one work.</p>
<p>- The executive committee will update the Conference Handbook to reflect recent changes in policies and procedures, ensuring that all conference organizers have access to clear and consistent guidelines.</p>
</ul>

<h2><strong>Special Interest Groups (SIGs)</strong></h2>

<p>- SIGs are now required to include ethical considerations in their documentation. However, this policy is not yet systematically enforced.</p>

== Overview ==
The purview of the ACL Ethics Committee (AEC) is to define a set of guidelines and processes for dealing with ethical concerns, coordinate with the *ACL event ethics chairs on ethical reviewing, and coordinate the ethics resources (Source: [https://www.aclweb.org/adminwiki/index.php/Formation_of_the_ACL_Ethics_Committee ACLWeb]).

Our committee is structured with three subcommittees:

Originally, there was a fourth '''Committee Procedure''' subcommittee, but because we have not made much progress, we have dissolved this subcommittee and may choose to re-enact it when needed. We discuss each of the three committees' progress, after first discussing changes in leadership.

== Changes in Leadership and Membership Composition ==

We would like to put on the record thanks to our at-large committee members and past co-chairs from the previous term. As the terms of the previous committee members came to an end, new members were invited to join. This year, the first meeting of the committee was held on Wednesday, January 27, 2026. In selecting the new members, we carefully considered geographic and gender diversity, as well as outstanding expertise in ethics in NLP.
