= SIGNLL Annual Report (2025-26) =

The main goal of SIGNLL, ACL's special interest group on natural language learning, is to promote and inform about research on computational modeling of learning in natural languages. The SIGNLL's main activities are the organization of annual events (the CoNLL conference and the CoNLL shared tasks), and support of other related activities. The SIG's current focus is on theoretically, cognitively and scientifically motivated approaches to computational linguistics, rather than on work driven by particular engineering applications.

Our websites, located at URL http://www.signll.org for SIGNLL and at http://www.conll.org for CoNLL are maintained by SIGNLL's information officer Jens Lemmens (from the University of Antwerpen). This is complemented by an email list for announcements for SIGNLL-related events.

The current SIGNLL president is Omri Abend (The Hebrew University of Jerusalem), and the current SIGNLL secretary is Antske Fokkens (Vrije Universiteit Amsterdam).

Apart from the officers, SIGNLL also has two consultative committees. The SIGNLL Steering Committee, composed by all past SIGNLL officers: Antal van den Bosch, Claire Cardie, Xavier Carreras, Alexander Clark, Walter Daelemans, Lluis Marquez, Hwee Tou Ng, Joakim Nivre, David Powers, Dan Roth, Julia Hockemaier, and Afra Alishahi; and the larger SIGNLL International Advisory Board (see http://www.signll.org/officers for a complete description of SIGNLL officers and boards).

== CoNLL 2026 ==

CoNLL 2026 will take place on July 3rd and 4th in San Diego, California, and will be collocated with ACL 2026. The program chairs are Claire Bonial (Georgetown University), and Yevgeni Berzak).
The publicity chairs are Harish Tayyar Madabushi (University of Bath), Charlotte Pouw (University of Amsterdam) and Bastian Bunzeck (Bielefeld University). The publications chairs are Katrien Beuls (Université de Namur) and Paul Van Eecke (Vrije Universiteit Brussel).

The conference received 257 archival submissions, an increase of 18% compared to last year (which in itself was a major increase over 2024's 97 submissions). We believe that the collocation with ACL is considerably more effective than previous collocations with EMNLP.

The most popular primary areas of submission were (number of submissions in parantheses): Theoretical Analysis and Interpretation of ML Models for NLP (59), Computational Psycholinguistics, Cognition and Linguistics (36), Resources and Tools for Scientifically Motivated Research (29), Interaction and Dialogue (22), Computational Social Science and Sociolinguistics (21).

The conference chairs employed a stricter policy of alignment to the conference's main theme of theoretically, cognitively and scientifically motivated approaches to computational linguistics, and rejected submissions that did not align with this focus.

2) We held our second SIGTurk Workshop on March 29l 2026, on the sidelines of the EACL
Conference recently held in Rabat, Morocco. The workshop was
attended by over 30 participants. There were 28 papers submitted for
the workshop: 8 were accepted as Oral presentations and 11 as Poster
presentations. There was also a shared task Organized by Gözde Gül
Şahin and her team on Terminology-Aware Machine Translation for
English-Turkish Scientific Texts to which four teams submitted their
systems for evaluation. Proceedings are available on ACL Anthology at
https://aclanthology.org/volumes/2026.sigturk-1/.

As of June 2026, there are 163 active members. The membership level has stayed largely unchanged since 2024,

= Recent and Upcoming Events =

The most recent IWPT (the SIGPARSE conference) was held in August 2025, as one of the events in SyntaxFest 2025 in Ljubljana, Slovenia.
SIGPARSE additionally endorsed the four other SyntaxFest 2025 events: the 8th International Conference on Dependency Linguistics (Depling), the 23rd Workshop on Treebanks and Linguistic Theories (TLT), the 8th Universal Dependencies Workshop (UDW), and the 3rd Workshop on Quantitative Syntax (QUASY). Although SIGPARSE has endorsed SyntaxFest events in the past several years,
this was the first time IWPT was held as a SyntaxFest event. Discussions are currently ongoing about the next IWPT, to be held in 2027.

== Workshop ==

The 22nd SIG workshop was held at NAACL 2025, organized by Garrett Nicolai, Eleanor Chodroff, Çağrı Çöltekin, and Fred Mailhot. Attendance was approximately 30 participants, in-person and online. Attendance has been slowly decreasing, and this year, we held a discussion with members to discuss ways to increase interest in the SIG.

In line with reduced attendance, there were only 4 papers submitted to the workshop; after careful review, all 4 were accepted. After polling the community in the summer of 2024, and receiving comments at the low quality of reviews in previous workshops, efforts were made to improve review quality. The organizing team reviewed the reviews, and noted an improvement in review quality; however, since reviewer load was quite low, this may have contributed to the improvement more than any other effort.

Kyle Gorman of CUNY was invited to give a shared talk, and was also invited to participate in a community panel on the state of the SIG with Kristine Yu (UMass - Amherst), Gaspar Begus (UC - Berkeley), and Connor Mayer (UC - Irvine)

For the first time since 2017, there was no SIGMORPHON workshop in 2026, due to low participation in the previous workshops. We are planning to host a new workshop in 2027.

Most of SIGs are active, they could receive more visibility particularly now that ACL has grown so much.

The number of SIG is stable (32 as in 2025).
We have conducted a survey to receive feedback.

The increase interest on LLMs and AI is seen by some SIGs has causing changes. It seems there is less interest on linguistic-oriented work, and some SIGs are discussing how to move forward.

SIGs that consider themselves as (28.6%), besides organizing yearly event, have e.g. active mailing lis, the SIG leadership meets every two weeks, are trying to have stronger online/social media presence, are actively engaged with industry partner and run biweekly online seminar series, are planning new awards to highlight very promising researchers and/or impactful work in the field.

SIGs appreciate the event support they receive by ACL, the autonomy and ACL's hands-off approach, the ACL Anthology, and the financial and accounting services.

The amazing grow of *ACL conferences call for some reflection and improvement. Below some of the suggested proposals:

- Through ACL, SIG could receive more *visibilities outside the SIG circle*:
+ ACL could provide regular communication channels that highlight SIG activities. For example, ACL could periodically invite SIGs to contribute short reports, newsletters, blog-style articles, or community updates describing their ongoing initiatives, emerging research directions, and upcoming events. This would increase awareness of SIG activities, facilitate cross-community engagement, and help members discover SIGs that match their interests.
+ It might also be good to do a showcase of SIGs or some kind of SIG panel at ACL sometimes to introduce new ACL members to the existence of the SIGs and what they cover.
+ Some SIGs also have sections/areas during the main conferences (e.g. computational social science). It would be nice to get to know, how these sections/areas are defined

- Better information sharing and faster responses with ACL:
+ organize sharing session provided by any long-standing SIG once in a while so that all other SIGs can learn from their experiences.
+ provide documentation about some SIG-ACL processes
+ have a ticketing system

- *BIG SIGs* manage conferences rather than workshop. They would like this to be reflected

The Chair, Vice-Chair and the Secretary were elected for 3-year term in July 2025. In compliance with the BioNLP constitution, the elected officers will serve for 3 years.

WORKSHOP

We have two workshops in 2026: BioNLP 2026 @ ACL 2026 has about 100 registered attendees (about 60 in-person). The CL4Health workshop on patient-oriented language processing at LREC 2026 continues to be met with great enthusiasm. The attendees unanimously voted for continuing this specialized workshop annually.

SIGdial is the ACL and ISCA Special Interest Group on Discourse and Dialog. More information about SIGdial can be found on our website: http://www.sigdial.org. Users can also become members from the website; members are added to a low-volume, moderated mailing list (mainly conference and job announcements). SIGdial is fully compliant with ACL and ISCA guidelines for SIGs, and currently has 411 members. You can find the membership information here: https://www.sigdial.org/membership/. In addition to the mailing list, SIGdial X account has more than 500 followers. We have also initiated SIGdial accounts on LinkedIn and BlueSky recently, in order to extend our outreach. Our most recent regular election was held in 2025, and the upcoming SIGdial officers are: Alexandros Papangelis (President), Stefan Ultes (Vice President), Koichiro Yoshino (Secretary) and Casey Kennington (Treasurer). For the Scientific Advisory Board, A. Seza Dogruoz, Guiseppe Riccardi, and Svetlana Stoyanchev were elected. Three other members for the board were selected by the President: Koji Inoue, Asli Celikyilmaz, and Thomas Schaaf. Dilek Hakkani-Tur is our President Emeritus. The next election is planned for the first half of 2027. We also have liaisons to a variety of other groups, including IUI, ISCA, AVIOS, SIGGEN, IEEE, etc.

SIGdial has held an annual workshop on discourse and dialog since 2000; the workshop became a conference in 2009. SIGDial 2025 was held in Avignon, France, between August 25-27. The main conference was followed by two days of workshops: YRRSDS 2025 (August 28-29), DSTC 12 (August 28), and Automin 2025 (August 28). The organizers of SIGdial 2025 were: Frédéric Béchet and Fabrice Lefèvre (General Chairs), Nicholas Asher and Seokhwan Kim (Program Chairs), A. Seza Doğruöz (Mentoring Chair), Ramesh Manuvinakurike (Sponsorship Chair), Teva Merlin (Publication Chair), Tania Jimenez (Publicity Chair), Angus Addlesee (Social Media Chair), and Yannick Estève (Local Arrangements Chair).

SIGdial 2025 received a total of 116 submissions, comprising 75 long papers, 38 short papers, and 3 demo descriptions. 59 papers were accepted in total: 41 long papers (55%), 16 short papers (42%), and 2 demo descriptions, for an overall acceptance rate of 50.9%. In addition, 2 articles from the Dialogue and Discourse journal were selected by the program committee for poster presentations. Since 2005, the Young Researchers’ Roundtable on Spoken Dialog Systems (YRRSDS) has been co-located with SIGDIAL, and starting in 2016 YRRSDS officially became the second annual event of SIGdial.

SIGdial 2026 will take place in Atlanta, Georgia, USA, between August 2-5. The organizers of SIGdial 2026 are: Jinho D. Choi (General Chair), Yun-Nung (Vivian) Chen and Kotaro Funakoshi (Program Chairs), Kartik Goya and Sandeep Sonil (Local Chairs), Teruhisa Misu (Sponsorship Chair), and Ali Emami (Publication Chair).

SIGdial 2027 is planned to be located in Japan, tentatively in between August 23-25. SIGdial also endorses other dialog-related workshops and events that are open to the general community, such as the Dialogue & Discourse journal.

The 18th INLG was an in-person conference (with the possibility of hybrid attendance for non-presenters) held in Hanoi, Vietnam (https://2025.inlgmeeting.org). The conference took place before EMNLP 2025 which was organised for the week after in Suzhou, China.

As stated in the INLG 2025 proceedings, we had for the main conference the following number of submissions:
