==EACL-2020==

The University of Malta is in the last phase of submitting a complete bid for EACL 2020. EACL 2020 will be the first in our new rhythm or conference organization (twice every three years, on years ACL main conference is not in Europe). Currently, the expected period for the conference is late March, 2020.

==Financial Report==

EACL urgently needs the surplus of EACL Valencia and the part of the surplus of ACL Berlin belonging to EACL to be transfered to the European account.

==EACL Sponsorship==

* EACL has funded 19 students with a grant for ESSLLI 2018 (8250 EURO total).

==EACL Plans==

* Reorganization of the website. The student board of EACL, is still working on a new version of the EACL website which will be more modern, better updated, and better integrated with social media. The basic website structure is in place and content is being added.

* Better outreach to the Middle East and Africa is still on the agenda.

* Better outreach and cooperation with European organizations. EACL is the process of contacting the local, regional, national, and European organizations on Computational Linguistics and Natural Language Processing in order to achieve two goals: better representation of the whole of the European research community at ACL, and creating opportunities for joint organization of events (for example the EACL conferences when not co-organized with ACL). A structure will be proposed in which this cooperation can be institutionalized.

* The EACL nominating committee will elect new board members by the end of this year for the period 2019-2022 to replace Iryna Gurevych, Roberto Navigli, and Stephan Oepen.

EACL-2017 ( [http://eacl2017.org/ EACL-2017]) was a great success. It was the largest ever EACL in terms of the number of papers being presented (around 1000) and in number of registrations (667). Financially, the conference will produce a gain of about 12,000 EURO. ==EACL Sponsorship==

* EACL sponsored student grants at the EACL-2017 conference and its associated Student Research Workshop (SRW). The call was open to all students presenting at EACL, and not limited to SRW presenters. Barbara Plank (as faculty advisor), and the SRW committee (consisting of the EACL student board) carefully ranked and commented on the applications and proposed funding the first 13. The EACL board checked the proposal and accepted it. 13 grants (from 27 applications) were awarded.

* EACL sponsored student grants to ESSLLI.

* EACL sponsors an invited speaker at @SEM.

==EACL Plans==

On the basis of the EACL-2017 business meeting and meetings within the EACL board, the following action points are on the agenda for this and next year:

* Look for more opportunities for European PhD students to network and interact. Possibilities include dedicated events at EACL conferences (e.g., student lunch) or organization of special events (e.g., summer schools).

* Adopt best practices from ACL for awareness of gender and other balances in EACL organised events. Of special meaning for EACL is language balance. There should not be a bias against CL research on languages other than English.

* Creation of a database of potential candidates for committees, tasks, boards, etc.

* Reorganization of the website (see below).

* Getting the organization ready for a yearly EACL (see below).

* Involve other areas (especially the Middle East and Africa) more in EACL. These areas are now considered to be part of EACL as they don’t have their own chapter. Perhaps a name change is in order, as well as more conference organization in these areas, or an extension of the advisory board with members from these areas.

==EACL board==

* The EACL board will elect two new student board members to replace Florian Kunneman and John Camilleri and join Uxoa Inurrieta. The new student board members will be selected on the basis of their interest in updating the EACL website and keep it up to date dynamically with useful information for the members. This will replace the static yearly newsletter. We thank Florian and John for their enthusiasm and the service they provided.

* Mike Rosner (EACL treasurer from 1982) has announced his decision to step down as treasurer this year. The nominating committee has decided to propose Claudia Borg (University of Malta) as a candidate for his replacement, on the basis of advice from the current treasurer and the other board members. There is no beginning in expressing the magnitude of the EACL community’s gratitude to Mike for putting EACL financially on the rails decades ago, and for all the work he put in to keep the chapter healthy for all this time.

==EACL conference cycle==

Background: the previous EACL Board proposed to investigate possibilities to move to a higher frequency of EACL organization to increase visibility, impact, prestige, opportunities for publishing, and income for EACL (and thus the opportunities to organize more activities and sponsorship). An online poll was held to get insight into the preferences of the members. There were 388 respondents, of which 113 were EACL members. Overall, 95% voted yes or maybe for a higher frequency (85% yes), of the EACL members, 96% voted yes or maybe (87% yes). A large majority was in favor of the NAACL model (2 EACL conferences every 3 year). The results were presented and discussed at the EACL 2017 business meeting and at the spring board meeting, where it was decided to go ahead with the new model.

The new conference cycle will provide several challenges, most notably (i) a larger organizational overhead for the EACL board to find candidates, to select proposals and committees, and to assist in conference organization where useful, and (ii) more complex conference organization given the growing number of attendees. The board has decided to initiate activities to solve these problems along two lines: (i) finding a “European Priscilla” to help with and supervise the conference selection and organization process. The real Priscilla has kindly offered to train this person on the job during the 2020 and 2021 EACL conferences; and (ii) liaising with the European national or regional computational linguistics organizations, e.g. to co-locate EACL with local events and hopefully saving organizational overhead and costs that way.

An additional but welcome problem is that the growth of the EACL conference in size makes it difficult to organize it in university infrastructure, or without a PCO as was the case earlier. From EACL 2020 onwards, we will have to take into account this new reality if it persists, and find solutions to involve professional organizers and large conference centers, while making sure the conference is still affordable for everyone.

Board resolution: The EACL board decided that EACL will start on a new cycle from 2020, organizing an EACL conference in all those years that ACL is not organized in Europe.

Financially, the conference will produce a gain of about 12,000 EURO. * EACL sponsored student grants at the EACL-2017 conference and its associated Student Research Workshop (SRW). The call was open to all students presenting at EACL, and not limited to SRW presenters. Barbara Plank (as faculty advisor), and the SRW committee (consisting of the EACL student board) carefully ranked and commented on the applications and proposed funding the first 13. The EACL board checked the proposal and accepted it. 13 grants (from 27 applications) were awarded.

* EACL sponsored student grants to ESSLLI.

* EACL sponsors an invited speaker at @SEM.

On the basis of the EACL-2017 business meeting and meetings within the EACL board, the following action points are on the agenda for this and next year:

* Look for more opportunities for European PhD students to network and interact. Possibilities include dedicated events at EACL conferences (e.g., student lunch) or organization of special events (e.g., summer schools).

* Adopt best practices from ACL for awareness of gender and other balances in EACL organised events. Of special meaning for EACL is language balance. There should not be a bias against CL research on languages other than English.

* Creation of a database of potential candidates for committees, tasks, boards, etc.

* Reorganization of the website (see below).

* Getting the organization ready for a yearly EACL (see below).

* Involve other areas (especially the Middle East and Africa) more in EACL. These areas are now considered to be part of EACL as they don’t have their own chapter. Perhaps a name change is in order, as well as more conference organization in these areas, or an extension of the advisory board with members from these areas.

* The EACL board will elect two new student board members to replace Florian Kunneman and John Camilleri and join Uxoa Inurrieta. The new student board members will be selected on the basis of their interest in updating the EACL website and keep it up to date dynamically with useful information for the members. This will replace the static yearly newsletter. We thank Florian and John for their enthusiasm and the service they provided.

* Mike Rosner (EACL treasurer from 1982) has announced his decision to step down as treasurer this year. The nominating committee has decided to propose Claudia Borg (University of Malta) as a candidate for his replacement, on the basis of advice from the current treasurer and the other board members. There is no beginning in expressing the magnitude of the EACL community’s gratitude to Mike for putting EACL financially on the rails decades ago, and for all the work he put in to keep the chapter healthy for all this time.

==EACL conference cycle==

Background: the previous EACL Board proposed to investigate possibilities to move to a higher frequency of EACL organization to increase visibility, impact, prestige, opportunities for publishing, and income for EACL (and thus the opportunities to organize more activities and sponsorship). An online poll was held to get insight into the preferences of the members. There were 388 respondents, of which 113 were EACL members. Overall, 95% voted yes or maybe for a higher frequency (85% yes), of the EACL members, 96% voted yes or maybe (87% yes). A large majority was in favor of the NAACL model (2 EACL conferences every 3 year). The results were presented and discussed at the EACL 2017 business meeting and at the spring board meeting, where it was decided to go ahead with the new model.

The new conference cycle will provide several challenges, most notably (i) a larger organizational overhead for the EACL board to find candidates, to select proposals and committees, and to assist in conference organization where useful, and (ii) more complex conference organization given the growing number of attendees. The board has decided to initiate activities to solve these problems along two lines: (i) finding a “European Priscilla” to help with and supervise the conference selection and organization process. The real Priscilla has kindly offered to train this person on the job during the 2020 and 2021 EACL conferences; and (ii) liaising with the European national or regional computational linguistics organizations, e.g. to co-locate EACL with local events and hopefully saving organizational overhead and costs that way.

An additional but welcome problem is that the growth of the EACL conference in size makes it difficult to organize it in university infrastructure, or without a PCO as was the case earlier. From EACL 2020 onwards, we will have to take into account this new reality if it persists, and find solutions to involve professional organizers and large conference centers, while making sure the conference is still affordable for everyone.

Board resolution: The EACL board decided that EACL will start on a new cycle from 2020, organizing an EACL conference in all those years that ACL is not organized in Europe.

EACL 2017 Conference Report

==Introduction==

EACL 2017 was the largest ever EACL in terms of the number of papers being presented. The scientific program, included 14 workshops, six tutorials, a demos session, and a student research workshop. EACL received a record number of sumbissions this year, approximately 1,000 long and short papers combined, which reflects how broad and active our field is. The conference had three invited speakers: David Blei (University of Columbia), Devi Parikh (Virginia Tech), and Hinrch Schütze (LMU Munich).

The Program Committee Chairs, Alexander Koller and Phil Blunsom put together a team of 27 area chairs who in turned assembled many reviewers and handled a large number of papers. The Workshop Chairs, Laura Rimmell and Richard Johansson, coordinated with the workshop chairs for ACL 2017 and EMNLP 2017 and succeeded in putting together an exciting and broad programme including 14 workshops. The student research workshop was organised by the student members of the EACL board -- John Camilleri, Mariona Coll Ardanuy, Uxoa Iñourrieta, and
Florian Kunneman. With the help of Barbara Plank (Faculty advisor), they issued the call, organised a team of reviewers, assigned papers, coordinated and mediated among reviewers, and finally constructed a schedule consisting of 12 papers. The Tutorial Chairs, Lucia Specia and Alexandre Klementiev, put together a very strong programme of six tutorials, all well attended.

=== Innovations ===

As compared to previous EACL conferences, this year's main innovations were:

* We selected four “outstanding papers” rather than two best papers.
* The areas were reorganized into a smaller number of more coarse-grained areas.
* Instead of 20-minute talks, long papers were presented in 15-minute talks, plus 5 minutes for questions and changing speakers. Short papers were given 12 minutes plus 4 for questions and transition (similar to ACL 2016).
* We introduced a new area labeled “Other” to handle papers that did not fit into traditional areas, as well as a few COI papers (similar to ACL 2016).

=== Rationale ===

Outstanding papers were added because the community is growing and so is the number of papers at each conference, including the number of papers that deserve recognition as being of particular importance and quality.

The areas were reorganized because some of the areas of EACL 2014 were rather fine-grained and received fewer submissions than others. With the more coarse-grained areas, we managed a more balanced reviewing load per area, while still ensuring the necessary expertise among the area chairs.

The “Other” area was introduced to give papers in non-traditional research areas a better chance at fair review. Rather than conventional bidding, the “Other” area chairs were given access to the reviewer pool directly (while bidding was taking place for papers in the rest of the areas), so that these papers were given the first chance at the most appropriate reviewers.

The shortened talks were necessary to squeeze the considerably larger number of accepted papers (compared to earlier EACLs) into the program, while avoiding a fourth parallel track.

=== Submissions and Presentations ===

EACL 2017 received a total of 1043 valid submissions, of which 488 were long papers and 555 were short papers. 6 long papers and 37 short papers were rejected without review due to non-anonymity or formatting issues. 40 long and 14 short papers were withdrawn before reviewing was completed. The remaining 946 submissions were each assigned to the 15 areas, and managed by a program committee of 27 area chairs and 624 reviewers. 119 long papers (27%) and 120 short papers (24%) were selected for presentation at the conference. Of the accepted long papers, 78 were selected for oral presentation; of the accepted short papers, 47 were selected for oral presentation; the rest were presented as posters. The oral versus poster decision was made mainly based on the recommendations of reviewers, filtered by our judgment of the generalized appeal of each paper. In addition, four TACL papers were be presented at EACL, all as talks.

The table below shows the number of reviewed submissions in each area for long and short papers, as well as the number of papers accepted in each area.

The top five areas with the highest number of submissions this year were Information extraction, text mining, and question answering; Social media, sentiment analysis, and opinion mining; Semantics; Machine translation and multilinguality; and Document analysis including text categorization, topic models, and retrieval.

=== Review Process ===

The page limit was 8 pages for long paper submissions and 4 pages for short paper submissions (each with unlimited pages for references). Camera-ready versions were given one additional page: 9 plus ∞ for long papers, 5 plus ∞ for short papers.

We opted for a “traditional” model of assigning reviewers to areas, in that the chairs of each area could invite reviewers to their area. After the submission deadline, we asked the area chairs to flag papers that they felt should be in a different area. We then went through the list of suggestions and reassigned papers as needed. We also assigned all papers where an area chair had a conflict of interest to the “Other” area.

Despite the high number of submissions, load balancing across areas was not a major issue for us. This may be because we extrapolated the required number of reviewers from the EACL 2014 and ACL 2016 data rather generously. Some areas ended up with reviewers who were not assigned any papers, and no areas were short on reviewers. The chair for the “Other” area was given access to the entire reviewer pool, and got to choose reviewers one day before the other area chairs.

We asked the area chairs to provide brief meta-reviews of all papers that were not a clear accept or reject. We found this to be extremely helpful in deciding on borderline papers.

=== Outstanding and Best Papers ===

The area chairs nominated 12 papers (7 long and 5 short) from 9 areas as outstanding papers. Out of these, the paper awards committee selected four outstanding papers (3 long and 1 short). These were presented in semi-plenary talks (two parallel sessions) at the end of the conference.

It was noted by members of the community that all 15 authors of the outstanding papers were male. Indeed, the proportion of papers with male first authors grows steadily as we move from submitted papers to accepted papers to papers that were nominated as outstanding to the outstanding papers, as the following table indicates:

Given the small overall number of outstanding papers, the fact that all outstanding papers were authored by men may be a statistical accident. However, the proportional loss of papers with female first authors from step to step is disconcerting. It may make sense to track this data in the future.

=== Presentations ===

The oral presentations are arranged in up to three parallel sessions. There were two afternoon poster sessions, each of which included a part of the demo session, held in a separate room.

Last-minute changes were required to ensure that each poster was given sufficient space for a comfortable presentation. In the future, care should be taken to ensure the communication between the program, demo, student, and local chairs regarding the setup for the poster and demo session, so such misunderstandings can be avoided.

=== Timeline ===

Our aim was to push the long paper deadline back as far as possible, to give authors sufficient time to produce new research after ACL (August 2016). At the same time, we wanted the short notification deadline to be sufficiently before the ACL 2017 short paper deadline (6 Feb 2017). This forced us to accelerate the reviewing timeline for the short papers, and thus send reviewing assignments to reviewers as a “Christmas gift” on Dec 23 and skip the author response period. This was feasible because the program and area chairs and reviewers had had a chance to “warm up” with the long papers, but a looser reviewing timeline would make sense too.

=== Recommendations ===

1. Many reviews were late. For instance, at the time the long author response started, about 10% of reviews were still missing, and there were multiple papers that did not have a single review. This is a real problem, because authors cannot respond to reviews they can’t see. After two days of intense bullying of delinquent reviewers, almost all reviews were in; the rest were supplied by the area chairs. Thus we recommend leaving a two-day gap between the end of reviewing and the start of the author response.

2. Gender and country data should be tracked over time. We see statistics about both at the opening session of every conference, but practical consequences follow from such data only if we can observe whether the balance of genders and countries are moving in the right direction over time. We recommend that EACL records such statistics for different years in a single spreadsheet. In addition, we found it quite time-consuming and unreliable to identify some authors’ genders from their names. Thus we recommend that authors are asked to specify the first author’s gender in the START system submission form.

3. One remarkably difficult and controversial issue was to judge whether papers exceeded the page limits. Some authors use tricks (such as reducing line spacing) to fit their text on eight or four pages, or deviate from the official EACL style file in more or less obvious ways. At the same time, we desk-rejected papers that did not use such tricks, but were eight pages plus five lines long. This situation does not reward the desired behavior, and it would be helpful for future program chairs to be given clear guidance.

4. The PC chairs’ reports from earlier years are fantastic, and we would have learned a lot from reading them before starting our work. Perhaps a more systematic and reliable way could be found to ensure that new PC chairs know about and read such reports early.

* EACL sponsored student grants at the EACL-2017 conference and its associated Student Research Workshop (SRW). The call was open to all students presenting at EACL, and not limited to SRW presenters. Barbara Plank (as faculty advisor), and the SRW committee (consisting of the EACL student board) carefully ranked and commented on the applications and proposed funding the first 13. The EACL board checked the proposal and accepted it. 13 grants (from 27 applications) were awarded.

* EACL sponsored student grants to ESSLLI.

* EACL sponsors an invited speaker at @SEM.

==EACL Plans==

On the basis of the EACL-2017 business meeting and meetings within the EACL board, the following action points are on the agenda for this and next year:

* Look for more opportunities for European PhD students to network and interact. Possibilities include dedicated events at EACL conferences (e.g., student lunch) or organization of special events (e.g., summer schools).

* Adopt best practices from ACL for awareness of gender and other balances in EACL organised events. Of special meaning for EACL is language balance. There should not be a bias against CL research on languages other than English.

* Creation of a database of potential candidates for committees, tasks, boards, etc.

* Reorganization of the website (see below).

* Getting the organization ready for a yearly EACL (see below).

* Involve other areas (especially the Middle East and Africa) more in EACL. These areas are now considered to be part of EACL as they don’t have their own chapter. Perhaps a name change is in order, as well as more conference organization in these areas, or an extension of the advisory board with members from these areas.

==EACL board==

* The EACL board will elect two new student board members to replace Florian Kunneman and John Camilleri and join Uxoa Inurrieta. The new student board members will be selected on the basis of their interest in updating the EACL website and keep it up to date dynamically with useful information for the members. This will replace the static yearly newsletter. We thank Florian and John for their enthusiasm and the service they provided.

* Mike Rosner (EACL treasurer from 1982) has announced his decision to step down as treasurer this year. The nominating committee has decided to propose Claudia Borg (University of Malta) as a candidate for his replacement, on the basis of advice from the current treasurer and the other board members. There is no beginning in expressing the magnitude of the EACL community’s gratitude to Mike for putting EACL financially on the rails decades ago, and for all the work he put in to keep the chapter healthy for all this time.

==EACL conference cycle==

Background: the previous EACL Board proposed to investigate possibilities to move to a higher frequency of EACL organization to increase visibility, impact, prestige, opportunities for publishing, and income for EACL (and thus the opportunities to organize more activities and sponsorship). An online poll was held to get insight into the preferences of the members. There were 388 respondents, of which 113 were EACL members. Overall, 95% voted yes or maybe for a higher frequency (85% yes), of the EACL members, 96% voted yes or maybe (87% yes). A large majority was in favor of the NAACL model (2 EACL conferences every 3 year). The results were presented and discussed at the EACL 2017 business meeting and at the spring board meeting, where it was decided to go ahead with the new model.

The new conference cycle will provide several challenges, most notably (i) a larger organizational overhead for the EACL board to find candidates, to select proposals and committees, and to assist in conference organization where useful, and (ii) more complex conference organization given the growing number of attendees. The board has decided to initiate activities to solve these problems along two lines: (i) finding a “European Priscilla” to help with and supervise the conference selection and organization process. The real Priscilla has kindly offered to train this person on the job during the 2020 and 2021 EACL conferences; and (ii) liaising with the European national or regional computational linguistics organizations, e.g. to co-locate EACL with local events and hopefully saving organizational overhead and costs that way.

An additional but welcome problem is that the growth of the EACL conference in size makes it difficult to organize it in university infrastructure, or without a PCO as was the case earlier. From EACL 2020 onwards, we will have to take into account this new reality if it persists, and find solutions to involve professional organizers and large conference centers, while making sure the conference is still affordable for all intended attendees.

Board resolution: The EACL board decided that EACL will start on a new cycle from 2020, organizing an EACL conference in all those years that ACL is not organized in Europe.

EACL 2017 was the largest ever EACL in terms of the number of papers being presented. The scientific program, included 14 workshops, six tutorials, a demos session, and a student research workshop. EACL received a record number of sumbissions this year, approximately 1,000 long and short papers combined, which reflects how broad and active our field is. The conference had three invited speakers: David Blei (University of Columbia), Devi Parikh (Virginia Tech), and Hinrch Schütze (LMU Munich).

The Program Committee Chairs, Alexander Koller and Phil Blunsom put together a team of 27 area chairs who in turned assembled many reviewers and handled a large number of papers. The Workshop Chairs, Laura Rimmell and Richard Johansson, coordinated with the workshop chairs for ACL 2017 and EMNLP 2017 and succeeded in putting together an exciting and broad programme including 14 workshops. The student research workshop was organised by the student members of the EACL board -- John Camilleri, Mariona Coll Ardanuy, Uxoa Iñourrieta, and
Florian Kunneman. With the help of Barbara Plank (Faculty advisor), they issued the call, organised a team of reviewers, assigned papers, coordinated and mediated among reviewers, and finally constructed a schedule consisting of 12 papers. ==EACL Sponsorship==

* EACL sponsored student grants at the EACL-2017 conference and its associated Student Research Workshop (SRW). The call was open to all students presenting at EACL, and not limited to SRW presenters. Barbara Plank (as faculty advisor), and the SRW committee (consisting of the EACL student board) carefully ranked and commented on the applications and proposed funding the first 13. The EACL board checked the proposal and accepted it. 13 grants (from 27 applications) were awarded.

On the basis of the EACL-2017 business meeting and meetings within the EACL board, the following action points are on the agenda for this and next year:

* Look for more opportunities for European PhD students to network and interact. Possibilities include dedicated events at EACL conferences (e.g., student lunch) or organization of special events (e.g., summer schools).

* Adopt best practices from ACL for awareness of gender and other balances in EACL organised events. Of special meaning for EACL is language balance. There should not be a bias against CL research on languages other than English.

* Creation of a database of potential candidates for committees, tasks, boards, etc.

* Reorganization of the website (see below).

* Getting the organization ready for a yearly EACL (see below).

* Involve other areas (especially the Middle East and Africa) more in EACL. These areas are now considered to be part of EACL as they don’t have their own chapter. * The EACL board will elect two new student board members to replace Florian Kunneman and John Camilleri and join Uxoa Inurrieta. The new student board members will be selected on the basis of their interest in updating the EACL website and keep it up to date dynamically with useful information for the members. This will replace the static yearly newsletter. We thank Florian and John for their enthusiasm and the service they provided.

* Mike Rosner (EACL treasurer from 1982) has announced his decision to step down as treasurer this year. The nominating committee has decided to propose Claudia Borg (University of Malta) as a candidate for his replacement, on the basis of advice from the current treasurer and the other board members. There is no beginning in expressing the magnitude of the EACL community’s gratitude to Mike for putting EACL financially on the rails decades ago, and for all the work he put in to keep the chapter healthy for all this time.

==EACL conference cycle==

Background: the previous EACL Board proposed to investigate possibilities to move to a higher frequency of EACL organization to increase visibility, impact, prestige, opportunities for publishing, and income for EACL (and thus the opportunities to organize more activities and sponsorship). An online poll was held to get insight into the preferences of the members. There were 388 respondents, of which 113 were EACL members. Overall, 95% voted yes or maybe for a higher frequency (85% yes), of the EACL members, 96% voted yes or maybe (87% yes). A large majority was in favor of the NAACL model (2 EACL conferences every 3 year). The results were presented and discussed at the EACL 2017 business meeting and at the spring board meeting, where it was decided to go ahead with the new model.

The new conference cycle will provide several challenges, most notably (i) a larger organizational overhead for the EACL board to find candidates, to select proposals and committees, and to assist in conference organization where useful, and (ii) more complex conference organization given the growing number of attendees. The board has decided to initiate activities to solve these problems along two lines: (i) finding a “European Priscilla” to help with and supervise the conference selection and organization process. The real Priscilla has kindly offered to train this person on the job during the 2020 and 2021 EACL conferences; and (ii) liaising with the European national or regional computational linguistics organizations, e.g. to co-locate EACL with local events and hopefully saving organizational overhead and costs that way.

An additional but welcome problem is that the growth of the EACL conference in size makes it difficult to organize it in university infrastructure, or without a PCO as was the case earlier. From EACL 2020 onwards, we will have to take into account this new reality if it persists, and find solutions to involve professional organizers and large conference centers, while making sure the conference is still affordable for all intended attendees.

Board resolution: The EACL board decided that EACL will start on a new cycle from 2020, organizing an EACL conference in all those years that ACL is not organized in Europe.

==EACL-2017==

EACL-2017 ( [http://eacl2017.org/ EACL-2017 website]) was a great success. It was the largest ever EACL in terms of the number of papers being presented (around 1000) and in number of registrations (667). Financially, the conference will produce a gain of about 12,000 EURO. See the separate report on EACL 2017 for more information.

The organization of EACL-2017 is now at full speed. Everything is going smoothly and according to plan. Some highlights are the following:

From the general chair, Mirella Lapata:

* Acceptance: 119 (of 488 submitted) long papers and 120 (of 555 submitted) short papers were accepted.
* Invited speakers: David Blei, Hinrich Schuetze, Devi Parikh.
* Programme will be online by end of February.
* Workshops have been decided and are listed on the conference [http://eacl2017.org/index.php/workshops website]. One workshop (EASL: The 1st International Workshop on ``Deep NLP Meets Computational Linguistics for Evaluative, Affective, Subjective Language Analysis) did not receive enough submissions, and withdrew.

From the SRW board (EACL student board and faculty advisor Barbara Plank):
* 35 submissions (25 research papers and 10 thesis proposals)
* accepted 12 papers (10 papers, 2 proposals)
* organizational innovation: assign roles to SRW board members early in the process (publication chair, email chair, media (website+social media) chair); otherwise standard (review process, afterwards assign mentoring, finally EACL studentship grants)

In 2016, expenses were kept modest in order to save for the sponsorship of the EACL-2017 conference and its associated Student Research Workshop (SRW). The call was open to all students presenting at EACL, and not limited to SRW presenters. It was possible to finance 13 grants (from 27 applications). Barbara Plank (as faculty advisor), and the SRW committee (consisting of the EACL student board) carefully ranked and commented on the applications and proposed funding the first 13. The EACL board checked the proposal and accepted it.

==EACL short==

* EACL has elected a new student board member, Uxoa Inurrieta, to replace Mariona Coll Ardanuy and a new advisory board member, Ivan Titov, to replace Frank Keller.

* Caroline Sporleder and Lluís Màrquez arrived to the end of their term as Chair and Secretary by Dec. 31, 2016. The Nominating Committee proposed Sharon Goldwater and Lucia Specia by the end of September as new candidates for Chair-elect and Secretary positions, respectively. They became duly elected after the established period passed without any other candidate being proposed by the membership. They started in office on Jan 1, 2017. Walter Daelemans has become the new EACL Chair for the period 2017-2019.

We thank Mariona, Frank, Caroline, and Lluís for the excellent work they did for EACL, and Uxoa, Ivan, Sharon, and Lucia for their willingness to serve.

The current 3-year cycle of the conference was perceived as a problem in this direction. We want to increase visibility, impact (and prestige) of EACL, increase opportunities for publishing, increase the income for EACL (assuming the conference has a sustained surplus), and thus the opportunities to organize more activities and sponsorship. A number of options were discussed (1. two year cycle, 2. yearly except when ACL is in Europe, and 3. make the ACL in Europe a joint EACL/ACL conference). At least in the board there was a preference for the second option (the NAACL model), the most important drawback being that a lot more organizational work is required. Possible solutions would be to have professional local organizers, involving regional NLP organizations in the organization, co-locating with regional conferences, LREC or COLING, etc.

Board resolution: There is an agreement that it is the right time to increase the frequency of EACL but the question is how to do this organizationally. The question is also when to start on new cycle, the earliest possibility would be 2020, as there is no time to organize anything before 2020 as per the Conference Book requirements. ==EACL Sponsorship==

In 2017, EACL sponsorship has already been assigned to the EACL-2017 conference. In 2016, expenses were kept modest in order to save for the sponsorship of the EACL-2017 conference and its associated Student Research Workshop (SRW). The call was open to all students presenting at EACL, and not limited to SRW presenters. It was possible to finance 13 grants (from 27 applications). Barbara Plank (as faculty advisor), and the SRW committee (consisting of the EACL student board) carefully ranked and commented on the applications and proposed funding the first 13. The EACL board checked the proposal and accepted it.

* EACL has elected a new student board member, Uxoa Inurrieta, to replace Mariona Coll Ardanuy and a new advisory board member, Ivan Titov, to replace Frank Keller.

* Caroline Sporleder and Lluís Màrquez arrived to the end of their term as Chair and Secretary by Dec. 31, 2016. The Nominating Committee proposed Sharon Goldwater and Lucia Specia by the end of September as new candidates for Chair-elect and Secretary positions, respectively. They became duly elected after the established period passed without any other candidate being proposed by the membership. They started in office on Jan 1, 2017. Walter Daelemans has become the new EACL Chair for the period 2017-2019.

We thank Mariona, Frank, Caroline, and Lluís for the excellent work they did for EACL, and Uxoa, Ivan, Sharon, and Lucia for their willingness to serve.

==EACL conference cycle==

Background: With Lluís Màrquez as chair and initiator, the EACL Board started analyzing the status of the EACL community and discussing measures to better promote and to increase its visibility. The current 3-year cycle of the conference was perceived as a problem in this direction. We want to increase visibility, impact (and prestige) of EACL, increase opportunities for publishing, increase the income for EACL (assuming the conference has a sustained surplus), and thus the opportunities to organize more activities and sponsorship. A number of options were discussed (1. two year cycle, 2. yearly except when ACL is in Europe, and 3. make the ACL in Europe a joint EACL/ACL conference). At least in the board there was a preference for the second option (the NAACL model), the most important drawback being that a lot more organizational work is required. Possible solutions would be to have professional local organizers, involving regional NLP organizations in the organization, co-locating with regional conferences, LREC or COLING, etc.

Board resolution: There is an agreement that it is the right time to increase the frequency of EACL but the question is how to do this organizationally. The question is also when to start on new cycle, the earliest possibility would be 2020, as there is no time to organize anything before 2020 as per the Conference Book requirements. We also decided to poll the (European) ACL members about their opinion on this with a simple survey.

The organization of EACL-2017 is now at full speed. Everything is going smoothly and according to plan. Some highlights are the following:

* Acceptance: 119 (of 488 submitted) long papers and 120 (of 555 submitted) short papers were accepted.
* Invited speakers: David Blei, Hinrich Schuetze, Devi Parikh.
* Programme will be online by end of February.
* Workshops have been decided and are listed on the conference [http://eacl2017.org/index.php/workshops website]. One workshop (EASL: The 1st International Workshop on ``Deep NLP Meets Computational Linguistics for Evaluative, Affective, Subjective Language Analysis) did not receive enough submissions, and withdrew.

The call was open to all students presenting at EACL, and not limited to SRW presenters. It was possible to finance 13 grants (from 27 applications). Barbara Plank (as faculty advisor), and the SRW committee (consisting of the EACL student board) carefully ranked and commented on the applications and proposed funding the first 13. The EACL board checked the proposal and accepted it.

==EACL short==

* EACL has elected a new student board member, Uxoa Inurrieta, to replace Mariona Coll Ardanuy and a new advisory board member, Ivan Titov, to replace Frank Keller. We thank Mariona and Frank for the excellent work they did for EACL, and Uxoa and Ivan for their willingness to serve.

==EACL conference cycle==

Background: With Lluís Màrquez as chair and initiator, the EACL Board started analyzing the status of the EACL community and discussing measures to better promote and to increase its visibility. The current 3-year cycle of the conference was perceived as a problem in this direction. We want to increase visibility, impact (and prestige) of EACL, increase opportunities for publishing, increase the income for EACL (assuming the conference has a sustained surplus), and thus the opportunities to organize more activities and sponsorship. A number of options were discussed (1. two year cycle, 2. yearly except when ACL is in Europe, and 3. make the ACL in Europe a joint EACL/ACL conference). At least in the board there was a preference for the second option (the NAACL model), the most important drawback being that a lot more organizational work is required. Possible solutions would be to have professional local organizers, involving regional NLP organizations in the organization, co-locating with regional conferences, LREC or COLING, etc.

Board resolution: There is an agreement that it is the right time to increase the frequency of EACL but the question is how to do this organizationally. The question is also when to start on new cycle, the earliest possibility would be 2020, as there is no time to organize anything before 2020 as per the Conference Book requirements. We also decided to poll the (European) ACL members about their opinion on this with a simple survey.
