The conference website and call for papers have gone out, and the programme chairs are proceeding with their plans.&lt;br /&gt;

The funds in our shadow account have not changed since Q1 2019. As discussed at the last ACL Exec meeting, ACL would prefer for now to keep our share of the Berlin surplus in ACL accounts and cover our expenditures from there.&lt;br /&gt;

As usual we agreed to provide EUR 8,500 for ESSLII student sponsorships.&lt;br /&gt;
&lt;br /&gt;
We are still awaiting transfer of signatories on the EACL account, which has not happened since the new treasurer took over in 2018. This transfer proves to be difficult due to the paperwork and multiple signatures required from people in various international locations. We hope that it will be possible to get the paperwork done in Seattle when all the required signators are in one place.&lt;br /&gt;

As part of preparations for EACL 2021, we are in the process of transferring the eacl.org domain to the control of the ACL Information Officer.&lt;br /&gt;

We have been proceeding with plans for EACL 2021, and have appointed Paola Merlo as General Chair and Reut Tsarfaty and Joerg Tiedemann as Program Chairs. Paola has begun appointing other chairs.&lt;br /&gt;
&lt;br /&gt;
Unfortunately, we are dealing with complications surrounding the venue. The original choice of venue changed ownership during the contract negotiation and became unavailable. The local organizers hosted a site visit for Priscilla, Paola, and Claudia Borg (EACL Treasurer) in November to scope out alternative venues and we have identified a new venue. The local organizers and PCO have been preparing updated budgets and contracts, and our main concerns at this point are to keep the budget within reasonable limits (though it is significantly higher than the original venue) and to get the contracts signed. We plan to announce the location publicly once the contract has been signed. &lt;br /&gt;

As noted in the last report, it is becoming increasingly difficult to find potential venues and hosts able and willing to provide the local conference organization; and problems such as those mentioned above are harder to deal with as size increases. It is still our plan to investigate alternatives to the traditional bidding and conference organization model, but unfortunately this project has taken a back seat to dealing with the more immediate concerns of sorting out the venue for 2021. &lt;br /&gt;

Nothing has changed since the Q1 report.&lt;br /&gt;

After 3 years, EACL is still awaiting the transfer of our share of the Berlin surplus to the European account. We will need these funds to pay for EACL 2021 preparations and for student sponsorships next year, as our account is now virtually empty.  While ACL has offered to directly pay immediate costs such as the EACL 2021 venue down payment, this issue is now impacting our ability to operate independently in cases such as sponsorships, since our budget is not known and funds are not immediately available.&lt;br /&gt;

== EACL 2020 Conference: ==&lt;br /&gt;

After considerable effort to get the EACL 2020 conference bid in shape, it ultimately became clear late last year that this bid could not go ahead. This was mainly due to the venue&#039;s restrictions on PCO, and the unresponsiveness and uncooperativeness of the required PCO. This left us in a very difficult position, as this was the only bid under consideration and we were already far behind schedule after spending time attempting to work with this bid. In the end the board decided that it was simply not feasible to find another location for EACL 2020 in time while also starting the bidding process for EACL 2021. Therefore we will not be holding a conference in 2020, but we are now making good progress with plans for EACL 2021 (see below).&lt;br /&gt;
&lt;br /&gt;
This issue was partly created through a decision early on to curate only a single bid that looked promising, so as to avoid extra work and disappointment for some parties by soliciting competitor bids. We have therefore returned to the approach of multiple bids for EACL 2021. However this experience has also prompted  a larger ongoing re-think of the conference bidding process -- see under Plans below.&lt;br /&gt;

&#039;&#039;&#039;Note:&#039;&#039;&#039; EACL is still expecting to receive a large surplus from the Berlin conference but again it has not been transferred to the European account. We expect this transfer to be around USD 50k, accounting for ACL&#039;s plans to set aside a large portion of the Berlin surplus to establish a European fund to hedge against future currency fluctuations. We hope that these plans and the transfer of funds can be completed by ACL soon.&lt;br /&gt;
&lt;br /&gt;
== Sponsorship ==&lt;br /&gt;

* We have approved a sponsorship of EUR 8500 to ESSLI to fund around 15-20 students with grants of EUR 350-550 each.&lt;br /&gt;

== Plans: ==&lt;br /&gt;

* Reorganization of the website. The student board of EACL, with help from the EACL board, has nearly completed the new version of the EACL website which will be more modern, better updated, and better integrated with social media. This took longer than expected but we hope to launch the new website within the next few weeks.&lt;br /&gt;
&lt;br /&gt;
* As the size of the EACL conference has grown, it is becoming increasingly difficult to find potential venues and hosts willing to provide the local organization. We plan to investigate ways to improve this in the future, including alternatives to the traditional bidding and organization model.&lt;br /&gt;

* The Board has progressed two draft bids to the final bidding stage, with final bids due at the end of March.&lt;br /&gt;
