&lt;div&gt;EACL 2021 was held from the 21st to the 23rd of April, 2021. While we were planning to hold the conference in Kyiv, due to the current COVID situation the conference was held entirely online. EACL 2021 was also an anchor conference to several workshops and tutorials, held on April 19th and 20th, also online.&lt;br /&gt;
We were able to benefit from ACL 2020 and EMNLP 2020 experience with online conferences and their advice, especially on how to build the infrastructure team and what services to outsource, and hurdles, and the conference ran without glitches.&lt;br /&gt;
&lt;br /&gt;
EACL 2021 received 1,400 submissions, which required recruiting  1691 reviewers, 149 area chairs, and 34 senior area chairs.&lt;br /&gt;
After the reviewing process, 326  papers were accepted, for an acceptance rate of  24.7 percent.&lt;br /&gt;
&lt;br /&gt;
At conference time, we had a whopping number of 1331 participants, from 71 different countries.&lt;br /&gt;
&lt;br /&gt;
A few decisions were different from usual and deserve discussion:&lt;br /&gt;
&lt;br /&gt;
- on advice from previous online conference organisers, we hired a professional conference organiser to handle registration. This is also needed to abide by European regulations, a current solution used elsewhere based on an American private provider (Amazon) not being compliant.&lt;br /&gt;
&lt;br /&gt;
- fees were set at a higher rate than ACL 2020 or EMNLP 2020, mostly because 1) it was hard to estimate how many people would participate in the conference since we did not have any recent statistics, the last recent EACL dating back to 2017 and also not in a Covid online situation; 2) we did not expect, correctly, high levels of sponsorship.&lt;br /&gt;
&lt;br /&gt;
- in compensation, we distributed a large number of free registrations to 128 student and non-student volunteers and 143 D&amp;amp;I award recipients. A little less than a third of registrations were late registrations.&lt;br /&gt;
&lt;br /&gt;
- on advice from previous workshop organisers, and to reduce costs, we had a fixed set of provided online services for all workshops.&lt;br /&gt;
&lt;br /&gt;
- we did not have a 24-hour schedule, but centered the schedule on European time, with duplication of presentations, oral and posters for everybody, to make up for time-zone differences. The smaller set of opening hours was chosen to limit zoom-bombing and other disruptions, as we could guarantee volunteers at all times.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
For our virtual infrastructure we chose to mostly follow the EMNLP 2020 model, with some modifications:&lt;br /&gt;
&lt;br /&gt;
pre-recorded talks recorded using the SlidesLive web-based tools, with ASR-based captions hand-corrected by authors.&lt;br /&gt;
&lt;br /&gt;
a website based on the Miniconf package, with a schedule page that can be adjusted to each timezone, a separate webpage for each paper that gives its pre-recorded video, paper, zoom channel, and Rocketchat link.&lt;br /&gt;
&lt;br /&gt;
Livestreamed plenary sessions, also run by SlidesLive, with a mix of recorded talks and live presentations, and live QA sessions&lt;br /&gt;
&lt;br /&gt;
Rocketchat sessions associated with each talk and all kinds of events.&lt;br /&gt;
&lt;br /&gt;
Grouped  Zoom Q&amp;amp;A sessions for groups of 4 talks with a little oral presentation in preview. This worked very well.&lt;br /&gt;
&lt;br /&gt;
All talks had a poster in Gather.town. This palliated the time-zone problem.&lt;br /&gt;
&lt;br /&gt;
Tutorials that were a mix of live sessions for QA and pre-recorded talks.&lt;br /&gt;
&lt;br /&gt;
Workshops that also used a mix of live sessions and gather.town poster sessions.&lt;br /&gt;
&lt;br /&gt;
We had a virtual social chair and D&amp;amp;I chairs who worked in unison and organised great events.&lt;br /&gt;
&lt;br /&gt;
We were happy with the interactions with all the providers, who were incredibly accomodating and helpful.&lt;br /&gt;
&lt;br /&gt;
Comments for future reference&lt;br /&gt;
&lt;br /&gt;
After the conference, the organising committee had several meetings to take stock of the experience, here are some of the main comments that deserve to be borne in mind for the future:&lt;br /&gt;
&lt;br /&gt;
- management of workshops and sponsorship: If EACL is to become a yearly conference held in April, the current schedule to allocate workshops to conferences and solicit sponsorship is too late.&lt;br /&gt;
Workshop organisers do not have enough time to organise the workshops, some of the workshops had to resort to not publishing the proceedings to be able to have a later deadline and some simply declined to be associated with EACL. In general, the workshop chairs find themselves between a rock and a hard place to try to reconcile different requirements and their task is very difficult. From the point of view of the general chair, late workshop allocation and late sponsorship mean one does not really know how much sponsorship one can count on to set fees, which also has repercussions on how late we can close contracts with service providers and what we can pay for. Also, sponsorship chairs and sponsors themselves need more time to prepare the materials.&lt;br /&gt;
For workshops, it was requested to have the deadlines two months earlier than the current ones, so, to avoid a deadline that is too late for EMNLP and other conferences later in the year, I suggest keeping the centralized workshop allocation, but having two yearly deadlines. Also, the sponsorship needs to be decided earlier to be included in the budget planning. Maybe multi-year packets can be offered.&lt;br /&gt;
&lt;br /&gt;
- for fees: I think a reflection needs to be had on how much ACL-related conferences want to rely on private sponsorship and what that means for our scientific association.&lt;br /&gt;
&lt;br /&gt;
- Zoom links: some organisers of satellite events or workshops had open zoom links which we had to request to close (a request that was immediately satisfied) and participants shared zoom links via social media, which we could not control. These actions rendered vacuous our considerable efforts to guarantee a safe environment. Luckily, no incident was reported. I believe current ACL conferences have already taken action about this, but it might be worth introducing a clause at paper/workshop submission, for future online conferences.&lt;br /&gt;
&lt;br /&gt;
- Personal opinion of the EACL general chair: I believe, as a general chair, that the organization of our online and even offline conferences relies too much on volunteer work, requires inordinate amounts of time and commitment from what are in most cases graduate students and junior colleagues, and in the end exploits those whom we should support the most. I think it is time to think about outsourcing work to professional organisers or devising a fixed package of services and paying our own organisation team.&lt;/div&gt;</summary>

&lt;div&gt;The 16th conference of the European Chapter of the Association for Computational Linguistics (EACL) will be hosted in Kyiv, Ukraine. EACL 2021 will be held from 19 to 23 of April, 2021. While we are planning to hold the conference in Kyiv, we will provide suitable online options if need be. As in previous years, the program of the conference includes poster sessions, tutorials, workshops, and demonstrations in addition to the main conference.&lt;br /&gt;
&lt;br /&gt;
We have selected a site, after a trip to Kyiv by Paola, Priscilla and Claudia. We will announce the site if we decide to hold the conference physically or in hybrid format. &lt;br /&gt;
&lt;br /&gt;
The website is up and running. The conference has been announced and the call for papers has been circulated. Paper submission deadline is 20th of September, 2020.&lt;br /&gt;
 &lt;br /&gt;
Organising committee includes  Paola Merlo from University of Geneva as general chair, and  Jorg Tiedemann (University of Helsinki) and Reut Tsarfaty (Bar Ilan University) as program chairs. Local chairs are colleagues from Grammarly and Ukrainian Catholic University. More chairs will be added for online infrastructure, if needed.&lt;br /&gt;

Our  raw  submission numbers  appear  to  keep  the healthy  trend  of previous years. In the period between  June 2017 to June 2018, we have received 153  first submissions  and resubmissions,  of which  11 were surveys and  15 articles submitted to  a special issue.  Of  these 115 were  rejected (85  as not  suitable), 19  were accepted  in the  time period, 21 had to resubmit.&lt;br /&gt;
Average time to first decision during this period is 140 days (51 days including  &#039;not  suitable&#039;).   We  received submissions from  41 different  countries, the most  represented being China, USA, India and Iran.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
We  have  in the  works  one  special  issue,  on Language  in  Social Media. Two  more special issues will  be in the works  soon, one whose call for papers is out on computational historical linguistics and one whose call for  papers will appear in August  on multilingual semantic representations.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
The search for  the new editor of the journal  is successfully closed. We welcome  the new editor,  Hwee Tou Ng,  from the National University of Singapore and  the new book review editor, Iryna Gurevych from Technische Universität Darmstadt, Germany. Cristina Grisot will continue as the editorial assistant and Mike White as squib editor.&lt;br /&gt;
&lt;br /&gt;

The editorial board members of the journal had a conversation last year on how to make the journal more interesting and attract more readership. One of the many interesting ideas we came up with was the idea of making more use of Special Issues. &lt;br /&gt;
Special issues develop hot topics and attract attention to new developing areas in a coherent way. Our field has had some memorable special issues, like the one in 1993 on corpus-based and statistical methods, edited by Susan Armstrong, that marked a turning point in our field.&lt;br /&gt;
&lt;br /&gt;
Special issues are a double-edged sword, while they identify topics of interest in a community and define the ‘must read’ papers on a topic, they can also be limiting as everything that does not end up in the special issue is forgotten.  Special issues also compete for the limited space in the journal, potentially squeezing out unsolicited papers. Unsolicited papers should always remain our primary goal as publications.&lt;br /&gt;
&lt;br /&gt;
Despite these ambiguities, we have had the fortune of receiving several very interesting proposals for special issues, which have appeared or which have been accepted and will see the light in the next 18 months.&lt;br /&gt;
&lt;br /&gt;
•	Special issue on Formal Distributional Semantics, editors Aurelie Herbelot and Gemma Boleda, published as issue 42 :4 in December 2016.&lt;br /&gt;
&lt;br /&gt;
•	Special issue on the Language of Social Media, editors Maite Taboada, Diana Inkpen and Farah Benamara, to be published in 2018.&lt;br /&gt;
&lt;br /&gt;
•	Special issue on  Computational approaches in historical linguistics after the quantitative turn,  (editors Taraka Rama, Simon J. Greenhill, Harald Hammarström, Gerhard Jäger, Johann-Mattis List. Given the distance from the usual CL/NLP topics, in this case Richard Sproat has agreed to act as ’adjunct editor’ from the board.) Call is out and will be closed 15th of July 2018.&lt;br /&gt;
&lt;br /&gt;
•	A very interesting special issue is under discussion.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;

Overall we have handled 173  papers in this period  (including resubmissions), of which 19 were accepted, and 32 are still under review.&lt;br /&gt;

On the other hand, the liveliness and centrality of NLP for the scientific community is reflected by the fact that the write up for Chris Manning&#039;s presidential address, on NLP and deep learning, has instantly gotten attention and was the most shared article of MIT press in November 2015.&lt;br /&gt;

We plan to opt in for CrossMark -- which records status and record of paper --- as soon as they will be integrated in the  OJS platform. &lt;br /&gt;

On funds from the university of Geneva, we hired a PhPspecialist who updated all the pages and interfaces &lt;br /&gt;
and the OJS site now works properly. We have also almost completely flushed the delays that were generated by this system disruption.&lt;br /&gt;
It seems to be necessary however to enlist the help of competent system support provided by the association,&lt;br /&gt;
perhaps on a volunteer basis.&lt;br /&gt;

SIGDAT is ACL&#039;s special interest group for linguistic data and&lt;br /&gt;
corpus-based approaches to NLP.&lt;br /&gt;
&lt;br /&gt;
In 2009, SIGDAT organized its annual Conference on Empirical&lt;br /&gt;
Methods in Natural Language Processing in Singapore on August 6-7,&lt;br /&gt;
immediately following ACL 2009. Philipp Koehn and Rada Mihalcea&lt;br /&gt;
were the co-program chairs, Haizhou Li was local arrangements&lt;br /&gt;
chair and David Chiang was the publications chair.&lt;br /&gt;
There were 15 area chairs. The conference received 478 full paper&lt;br /&gt;
submissions (a record) and approximately 100 papers were ultimately&lt;br /&gt;
accepted for oral presentation and 58 submissions were accepted&lt;br /&gt;
for poster presentation. Attendance exceeded 300 people.&lt;br /&gt;
EMNLP 2009 was held in 4 parallel sessions and the proceedings&lt;br /&gt;
were nearly 1500 pages long. On all dimensions EMNLP and SIGDAT&lt;br /&gt;
had a record year in 2009, with EMNLP exceeding the size of most&lt;br /&gt;
pre-2000 ACL conferences and similar to recent EACL and&lt;br /&gt;
NAACL-HLT main conferences in size.&lt;br /&gt;
&lt;br /&gt;
The SIGDAT committee has voted to hold EMNLP 2010 in the&lt;br /&gt;
northeast US during late October 2010. Based on the&lt;br /&gt;
longstanding democratic traditions of SIGDAT governance,&lt;br /&gt;
a survey of the entire SIGDAT membership was conducted&lt;br /&gt;
to identify the preferred location, duration and dates&lt;br /&gt;
of the meeting, as well as to achieve an initial indication&lt;br /&gt;
of likely paper submission and attendance. Over 260 SIGDAT&lt;br /&gt;
members responded, including 53% from North America and&lt;br /&gt;
roughly 25% from Europe and Asia respectively. There was&lt;br /&gt;
a strong collective preference for holding the meeting&lt;br /&gt;
in the Boston/Cambridge area over a Fri/Sat/Sun weekend&lt;br /&gt;
with 2-3 parallel sessions (over several other location&lt;br /&gt;
and scheduling options). There was less consensus regarding&lt;br /&gt;
the preferred weekend but sufficient rank ordering to help&lt;br /&gt;
guide our search for a venue with availability. Interestingly&lt;br /&gt;
98% of respondents (over 255) said that they planned to&lt;br /&gt;
submit papers to EMNLP 2010, 99% of those planned to attend&lt;br /&gt;
if they had a paper/poster accepted and over 80% said that&lt;br /&gt;
it was likely they would attend even if they *didn&#039;t* have a&lt;br /&gt;
paper or poster accepted. These numbers indicate that attendance&lt;br /&gt;
of at least 225 is likely, helping SIGDAT with its venue choice&lt;br /&gt;
and budget planning. Based on the traditionally accelerated&lt;br /&gt;
SIGDAT reviewing schedule a late June or early July submission&lt;br /&gt;
deadline is anticipated, facilitating submission of late-breaking&lt;br /&gt;
work and minimizing conflict with other 2010 conferences.&lt;br /&gt;
The SIGDAT organizers will seek ways to facilitate attendance&lt;br /&gt;
of participants requiring US visas under this schedule.&lt;br /&gt;
&lt;br /&gt;
The SIGDAT committee has also voted to hold EMNLP 2011 as&lt;br /&gt;
an anchor event in late summer 2011 in Europe, to help&lt;br /&gt;
compensate for a general lack of NLP/CL conferences in&lt;br /&gt;
2011 (with no COLING or EACL and one potentially huge&lt;br /&gt;
ACL meeting in Portland in early summer). A three-day EMNLP&lt;br /&gt;
conference plus 1 day of associated workshops is the&lt;br /&gt;
committee recommendation, with potential direct collaboration&lt;br /&gt;
with other larger ACL SIGs under discussion. We also request&lt;br /&gt;
to participate in the standard coordinated joint proposal&lt;br /&gt;
submission process for smaller workshops with the main ACL&lt;br /&gt;
conference, given that ACL 2011 by itself will most likely&lt;br /&gt;
not have capacity to support all of the workshops normally&lt;br /&gt;
held over 3-4 CL/NLP conferences in a more typical year.&lt;br /&gt;
SIGDAT believes that this special EMNLP anchor event will&lt;br /&gt;
help provide load balancing benefiting the broader ACL&lt;br /&gt;
community in a year with many fewer than normal potential&lt;br /&gt;
paper presentation slots.  A general chair appointment is&lt;br /&gt;
currently under review to take on this significant organizational&lt;br /&gt;
role.&lt;br /&gt;
&lt;br /&gt;
Under normal continental rotation, EMNLP 2012 would normally&lt;br /&gt;
be held in Asia, and collocation with ACL 2012 in Asia would&lt;br /&gt;
seem to have benefits. CoNLL has expressed some interest in&lt;br /&gt;
a potential joint meeting in 2012. Given the less immediate&lt;br /&gt;
time sensitivity of this decision, it may be deferred until&lt;br /&gt;
after new SIGDAT elections are held (infrastructure for&lt;br /&gt;
doing so is nearly in place) or made via direct vote of&lt;br /&gt;
SIGDAT&#039;s membership, as part of a series of forward looking&lt;br /&gt;
