== SIGNLL Annual Report (2019-20) ==

The goals of SIGNLL, ACL's special interest group on natural language learning, are to promote and inform about research on computational modeling of learning in natural language. These are served by (i) the maintenance of an informative and up-to-date website and associated mailing list, and (ii) the organization of annual events (the CoNLL conference and the CoNLL shared tasks), and support of other related activities.

Our websites, located at URL http://www.signll.org for SIGNLL and at www.conll.org for CoNLL was maintained by SIGNLL's information officer Pieter Fivez until Mach 2021, and is now maintained by Jens Lemmens (also at U Antwerpen). This is complemented by an email list for announcements for SIGNLL-related events.

The current SIGNLL president is Julia Hockenmaier (University of Illinois at Urbana Champaign) and the secretary is Afra Alishahi (Tilburg University).
Apart from the officers, SIGNLL also has two consultative committees. The SIGNLL Steering Committee, composed by all past SIGNLL officers: Antal van den Bosch, Claire Cardie, Xavier Carreras, Alexander Clark, Walter Daelemans, Lluis Marquez, Hwee Tou Ng, Joakim Nivre, David Powers, and Dan Roth; and the larger SIGNLL International Advisory Board (see http://www.signll.org/officers for a complete description of SIGNLL officers and boards).

=== CoNLL 2020 ===

In 2020, the CoNLL conference was virtual, and held in conjunction with EMNLP.
The program chairs were Raquel Fernández (University of Amsterdam, The Netherlands)
and Tal Linzen (New York University, USA). The invited speakers were Emmanuel Dupoux (Ecole des Hautes Etudes en Sciences Sociales and Facebook AI Research, Paris, France) and Kristina Toutanova (Google, USA).
Starting in 2020, to differentiate itself from other NLP conferences, CoNLL adopted a focus on theoretically, cognitively and scientifically motivated approaches to computational linguistics, rather than on work driven by particular engineering applications.
CoNLL 2020 received 255 submissions, 227 of which were sent out for review. 53 papers were accepted for publication
The shared task on "Cross-Framework Meaning Representation Parsing" was organized by a team led by Stephan Oepen (University of Oslo). This task received eight submissions.

As of 1/31/18 the NAACL Chapter’s bank account was 88,797.07. We have yet to incorporate profit or loss from our portion of the ACL 2017 conference in Vancouver or NAACL 2018, as these totals are unknown. Given this uncertainty, the NAACL board has decided to cut its outlays to 13,000 USD (3,000USD for the Emerging Regions Fund, 5,000 USD for the NAACL Summer School Scholarships at the Jelinek Memorial Workshop On Speech And Language Technology (JSALT), and 5,000 USD for the North American Computational Linguistics Olympiad).

== Past Conference ==
NAACL 2019 (Minneapolis, June 2-7) was successful, with over 1600 participants. We again had an industry track (like last year). We also had an extensive diversity and inclusion initiative.

== Upcoming Conferences ==
There won't be an NAACL 2020, as ACL 2020 will be in Seattle.
The next NAACL will be in Mexico City, June 6-11, 2021.

As of 1/31/18 the NAACL Chapter’s bank account was 88,797.07 and as of 12/31/18 the NAACL Chapter’s bank account was $71,164.59. This includes the following outlays from 2018: $431.82 for 9 years of domain name renewal and forwarding of naacl.org, $5k for NACLO (2500 each for US and Canadian chapters), $3k (3x$1000) + $120 in wire service fees for ERF grants, and $9145.54 for various JSALT expenses (which includes a $15 excessive checks fee in June). Total outlays were 17,697.36. There was also $64.88 in total interest income. We then accounted for the long-delayed 2015 NAACL conference loss of $36,265.36 which brings the true total to $34,899.23. We have yet to incorporate profit or loss from our portion of the ACL 2017 conference in Vancouver or NAACL 2018, as these totals are unknown. Given this uncertainty we recommend prudence in outlays for 2019 at this time.

This is based on our balance going into this year and our planned outlays of $18,000: $5k for NACLO (as we have done since 2012), $3k for the Emerging Regions Fund (third year in a row at this amount) and $10k to support six students to attend the JSALT Summer School. We are currently in the process of fulfilling these outlays.

The General Chair was Marilyn Walker. The Program Chairs were Amanda Stent and Heng Ji.
The chairs created a number of new initiatives: a Test-of-Time award, and an industrial track, both of which were received very positively by the conference participants.
The conference also offered childcare through KiddieCorp (like ACL 2017 in Vancouver). Although a significant amount of sponsorship was brought in specifically for this purpose, and this was advertised heavily, only three children were signed up. We believe that alternative approaches to offering or subsidizing childcare should be explored in the future.

The board had a meeting at ACL on July 31, 2017. Additionally the Board converses regularly by email.

== Treasurer's Report ==
The NAACL Chapter's bank account held $88,797.07 as of December 31, 2017. In 2017, our expenditures totaled $28k and were comprised of outlays of $5k to NACLO, two Emerging Regions Fund awards at $1.5k apiece ($3k), and$10k for the JSALT Summer School. NAACL 2016 in San Diego was a successful conference: it resulted in a surplus of $29k. At the same time, NAACL 2015 incurred a loss of $36k which has not been factored into the balance. To put these numbers in perspective, our bank account last year held just over $73k with similar outlays, and four years ago we carried a $41k balance.

== North America Conference in 2018 ==

NAACL 2018 will take place June 1--June 6 2019 in New Orleans. Marilyn Walker (UC Santa Cruz) is the General Chair. Heng Ji (Rensselaer Polytechnic Institute) and Amanda Stent (Bloomberg) are the Program Chairs.

=== Test of Time award ===
This year the program chairs for NAACL 2018 decided to set up a process that will result in awarding two "Test of Time" awards to two papers. This required making a number of decisions:

* Who should make the nominations?
* What time period should the nominated papers cover?
* Should the papers considered for nomination come from just the NAACL conferences or could the nominators consider a broader group of papers?
* How should the award papers be selected from the nominations? Should there be a small expert committee of people or should the selection be done by the whole NAACL membership.

The initial decisions were to focus on the period from 2002-2012 since the NAACL conference first started in 2000, and to ask the the area chairs for NAACL 2018 to form the nominating committee. While we had the approval of the NAACL board, the area chairs almost immediately requested that they could nominate papers that appeared during the designated time period that had appeared in other ACL sponsored conferences. This necessitated getting the approval of ACL and EMNLP boards for including papers that had appeared there in the pool.

The result was a pool of 19 papers that can be found here, along with the rationale for their nomination.

After consulting with the community, the general chair and area chairs on how to select the awardees, we formed two committees:
* Expert award committee: consisted of all ACL and NAACL conferences’ general chairs, program chairs and NAACL board chairs between 2013-2018.
* Community award committee: consisted of all the top 1000 authors ranked by the ACL Anthology Network, based on the number of publications at ACL venues.

We define Conflict-of-Interests (COI) as “authored a nominated paper, or co-authored with any of the nominated paper authors between 2013-2018, or nominated a paper as NAACL-HLT 2018 area chairs“. We excluded any members who have any COIs with any of the nominated papers from these two committees.

We are in the process of collecting the votes now. The process should be completed by March 15th. We have received a lot of interest and useful feedback on the idea and the process, along with the suggestion that ACL should take this on an institutionalize it rather than leave it as something for individual program chairs to decide to do or not do. We will prepare a fuller report on our conclusions about this as part of our report on the NAACL 2018 conference.
