&lt;div&gt;During the past year (January to December 2023), CL journal received 215 first submissions of regular papers, special issue papers, survey proposals, and full survey papers. The average time to first decision of regular papers and full survey papers submitted in 2023 was 46 days (excluding desk rejects).&lt;br /&gt;
&lt;br /&gt;
The number of submissions has increased by 55% (from 138 submissions in 2022), and the average time to first decision of regular papers and full survey papers was 47 days in 2022 (excluding desk rejects).&lt;br /&gt;
&lt;br /&gt;
CL journal achieved an impact factor of 9.3 in 2022, which is the highest that the journal has ever achieved, and an improvement from 7.778 in 2021. CL’s impact factor has always been lower than 3.0 from 1997 to 2020 (the journal’s impact factor was first tracked in 1997). &lt;br /&gt;
&lt;br /&gt;
The published CL papers of the 4 issues in 2023 (March 2023 to December 2023) comprise 19 regular papers, 3 survey papers, 1 squib, and 5 book reviews.&lt;br /&gt;
&lt;br /&gt;
I have written an editorial article in the December 2023 issue of CL journal about my tenure as the Editor-in-Chief of CL journal, describing the changes that I have introduced at the journal and highlighting the achievements and challenges of the journal.&lt;br /&gt;
&lt;br /&gt;
Looking ahead, the March 2024 issue will include 7 regular papers and 2 survey papers. As of today, the June 2024 issue includes 5 regular papers, 1 survey paper, 2 squibs, and 1 last words article. Pre-print versions of all accepted papers to appear in the March 2024 and June 2024 issues of CL journal have already been posted on the Online Early webpage of CL journal.&lt;br /&gt;
&lt;br /&gt;
I have completed my term as the editor-in-chief of Computational Linguistics journal. I would like to thank the entire editorial team at CL journal for their dedicated service, and all authors who choose to submit their papers to CL.&lt;br /&gt;
&lt;br /&gt;
The CL EIC search has concluded successfully. Wei Lu, Associate Professor at the Singapore University of Technology and Design, has been selected as the new Editor-in-Chief of Computational Linguistics journal for a five-year term. I am confident that the journal is in good hands with Wei at the helm!&lt;br /&gt;

During the past 6 months (January to June 2023), CL journal received 101 first submissions of regular papers, survey proposals, and full survey papers. This is an increase from 75 first submissions in the corresponding period (January to June) in 2022, i.e., 34% jump in number of submissions.&lt;br /&gt;
&lt;br /&gt;
Reviewing of all regular papers and full survey papers submitted during January to May 2023 has been completed, and the average time to first decision of these papers (excluding desk rejects) is 34 days. This is an improvement from an average of 47 days for the period January to December 2022.&lt;br /&gt;
&lt;br /&gt;
The published CL papers of the first two issues in 2023 (March and June 2023) comprise 11 regular papers, 1 survey paper, and 4 book reviews. The total number of pages of these two issues is 523.&lt;br /&gt;
&lt;br /&gt;
Since March 2020, CL journal papers (regular papers only and excluding survey papers) are eligible for presentation at one of the *ACL/EMNLP conferences, if the papers are new (not extension of previous conference papers) and the authors choose to present their papers. Most authors opt to present their papers. 1 paper was presented at EACL 2023 and 8 papers were presented at ACL 2023.&lt;br /&gt;

&lt;br /&gt;
Since March 2020, CL journal papers (regular papers only and excluding survey papers) are eligible for presentation at one of the *ACL/EMNLP conferences, if the papers are new (not extension of previous conference papers) and the authors choose to present their papers. Special Issue&lt;br /&gt;

The June 2020 issue of the CL journal is a special issue on Multilingual and Interlingual Semantic Representations for Natural Language Processing. The special issue editors are Marta R. Costa-jussa, Cristina Espana-Bonet, Pascale Fung, and Noah A. Smith. We received 14 submissions to this special issue, and 5 papers were accepted.&lt;br /&gt;
&lt;br /&gt;
Conference Presentation&lt;br /&gt;
&lt;br /&gt;
CL journal papers are now eligible for presentation at one of the *ACL/EMNLP conferences. The first batch of 7 papers are to be presented at the ACL 2020 conference.&lt;br /&gt;

The ACL Executive Committee has decided that CL submissions will still undergo single-blind reviewing. There are two categories of submissions to CL journal:&lt;br /&gt;

Editorial Team&lt;br /&gt;
&lt;br /&gt;
A team of standing reviewers has been recruited and they have been helping to review CL submissions. Currently, there are more than 80 standing reviewers.&lt;br /&gt;
&lt;br /&gt;
CL journal is transitioning to an editorial board comprising action editors. The role of a CL action editor is similar to the role of an area chair in a conference. An action editor is responsible for assigning reviewers to a submission and recommending paper acceptance to the CL editor-in-chief. 24 action editors have joined the editorial board. The numbers of action editors and standing reviewers are expected to grow over time as the need arises. It is expected that the reviewing time will be shortened with the shift to a reviewing structure comprising action editors and standing reviewers.&lt;br /&gt;

The special issue on “Multilingual and Interlingual Semantic Representations for Natural Language Processing” is scheduled to be published in the June 2020 issue of CL journal. Five papers have been accepted to appear in the special issue, out of 14 submissions. &lt;br /&gt;
&lt;br /&gt;
To speed up reviewing time, the journal has set up a pool of standing reviewers with more than 80 reviewers. To reduce reviewing fatigue, each standing reviewer only commits to serve for one year (but renewable if so desired). We expect to expand the pool of standing reviewers over time.&lt;br /&gt;
&lt;br /&gt;
Submissions to CL will continue to be reviewed single-blind. Authors of accepted CL research papers (including special issue research papers, but excluding survey papers, squibs, and book reviews) will be given the option to present at *ACL/EMNLP conferences. CL research papers accepted for publication starting from the March 2020 issue of CL will be eligible for conference presentation, beginning at the ACL 2020 conference. The special issue on “Multilingual and Interlingual Semantic Representations for Natural Language Processing” received 14 submissions by the submission deadline of 21 March 2019. The guest editors of this special issue are Marta R. Costa-jussà, Cristina España-Bonet, Pascale Fung, and Noah A. Smith. First-round notifications for all submissions have been sent out. We are targeting the publication of this special issue in the March 2020 issue of CL journal.&lt;br /&gt;

Based on the survey outcome, CL journal will implement the following changes:&lt;br /&gt;
&lt;br /&gt;
1. Set up a pool of standing reviewers to speed up reviewing time, which is valued by most respondents.&lt;br /&gt;
&lt;br /&gt;
2. Since reviewing will now be done by the standing pool of reviewers, the responsibility of the editorial board members will no longer be reviewing papers. Instead, editorial board members will become action editors whose role is like area chairs in a conference. That is, action editors assign reviewers to submitted papers, and recommend decision on a submitted paper to the editor-in-chief, whose role is like a program chair in a conference. The name of the action editor who recommends the acceptance of a paper will be listed on each published CL journal paper.&lt;br /&gt;
&lt;br /&gt;
We also plan to work towards allowing CL journal papers to be presented at *ACL/EMNLP conferences for authors who are interested in presenting their accepted papers (not compulsory), since this is what most respondents preferred. We propose the following two categories of submissions to CL journal:&lt;br /&gt;
&lt;br /&gt;
(A) A submission is an expanded version of previous conference publications. In this case, we use single-blind reviewing (since the authors will need to openly declare their previous publications), and an accepted paper of this kind will *not* be given a presentation slot at *ACL/EMNLP (since part of its content could have been presented at a prior conference).&lt;br /&gt;
&lt;br /&gt;
(B) A submission is new and none of its content has been published before (similar to conference submissions). The numbers of published papers (906 pages) in the last four issues of CL journal in each of the paper categories are as follows: regular papers (14), special issue papers (7), survey papers (1), squibs (4), and book reviews (2).&lt;br /&gt;

In the past 6 months, we have received 75 first submissions and the average time to first decision for the papers first submitted (excluding desk rejects) was 88 days. It continues to be a challenge to find qualified reviewers with the right expertise who would respond in a reasonable time to accept to review papers and submit their reviews on time.&lt;br /&gt;
&lt;br /&gt;
The journal has now developed a healthy pipeline of accepted and conditionally accepted papers to fill at least two upcoming issues (till September 2019). The total number of journal pages for the 4 issues September 2018 to June 2019 is 906. Among the accepted regular papers (excluding squibs and book reviews) in these 4 issues, the distribution of geographical regions of the first authors is as follows: 41% from the Americas, 36% from Europe, and 23% from Asia.&lt;br /&gt;
&lt;br /&gt;
Unfortunately, a special issue on “Computational Approaches in Historical Linguistics after the Quantitative Turn”, with submission deadline of 15 July 2018, did not attract enough submissions to form a special issue. In total, only 8 papers were submitted to this special issue, out of which one paper has been accepted, another one is undergoing review, and the rest have been rejected.&lt;br /&gt;
&lt;br /&gt;
Another special issue on “Multilingual and Interlingual Semantic Representations for Natural Language Processing” is in the pipeline, with an impending submission deadline of 21 March 2019. Marta R. &lt;div&gt;I have taken over as the CL Journal Editor-in-Chief on 15 July 2018.&lt;br /&gt;
&lt;br /&gt;
In the past 6 months, we have received 75 first submissions and the average time to first decision for the papers first submitted (excluding desk rejects) was 88 days. It continues to be a challenge to find qualified reviewers with the right expertise who would respond in a reasonable time to accept to review papers and submit their reviews on time.&lt;br /&gt;
&lt;br /&gt;
The journal has now developed a healthy pipeline of accepted and conditionally accepted papers to fill at least two upcoming issues (till September 2019). The total number of journal pages for the 4 issues September 2018 to June 2019 is 906. Among the accepted regular papers (excluding squibs and book reviews) in these 4 issues, the distribution of geographical regions of the first authors is as follows: 41% from the Americas, 36% from Europe, and 23% from Asia.&lt;br /&gt;
&lt;br /&gt;
Unfortunately, a special issue on “Computational Approaches in Historical Linguistics after the Quantitative Turn”, with submission deadline of 15 July 2018, did not attract enough submissions to form a special issue. In total, only 8 papers were submitted to this special issue, out of which one paper has been accepted, another one is undergoing review, and the rest have been rejected.&lt;br /&gt;
&lt;br /&gt;
