At this time, we seek preliminary draft proposals from prospective bidders in the relevant regions. Promising bidders will be asked to provide additional information for the final selection.&lt;br /&gt;

ACL 2020 will be organized in collaboration with NAACL as usual. The ACL 2020 Coordinating Committee, made up of representatives of the ACL and representatives from the NAACL, will select the General Chair and the Program Committee Co-Chairs for the conference. Draft proposals should identify Local Arrangements Chair(s), who will work with the General Chair and the Coordinating Committee to develop a detailed plan and budget.&lt;br /&gt;

The Association for Computational Linguistics (ACL) hereby invites proposals to host the 39th Annual Meeting of the ACL (ACL&#039;01) together with the 10th Conference of its European Chapter in Europe (including neighboring countries like Israel or Turkey). International ACL conferences are usually held at the end of July.&lt;br /&gt;
&lt;br /&gt;
The proposal submission process is in two stages. First, draft proposals are sought from prospective proposers. Based on the evaluation of the draft proposals, selected proposers will be invited to submit full proposals. The intent of a request for draft proposals is to minimize the labor and costs associated with the production of full proposals.&lt;br /&gt;
&lt;br /&gt;
Draft proposals are due on 15 June 1999. Draft proposals are evaluated competitively at the ACL Executive Meeting on 22 June 1999 after consultation with the EACL Board. Selected proposers will be informed electronically before 26 June 1999. Full proposals are due on 15 August 1999.&lt;br /&gt;

* Sign a contract with venue(s) (hotel, conference center, etc.). Traditionally, this is done by the ACL Treasurer.&lt;br /&gt;

* Review and approve the sub-chairs suggested by the conference General Chair, such as the tutorial chair, the workshop chair, the publications chair, the student research workshop chair, etc&lt;br /&gt;
* Request occasional updates on the conference budget and current state of affairs from the General Chair.&lt;br /&gt;
* Review the status of local organization and request updates from the Local Arrangements Chair.&lt;br /&gt;

The spreadsheet includes only items which vary from one venue to another.  Costs which are largely fixed across venues (such as proceedings and invited speakers) are omitted, and so are all aspects of income except for local sponsorships.  The final budget will be coordinated with the ACL Treasurer and business office.&lt;br /&gt;

Do not change the spreadsheet in any way, except to populate the yellow and blue cells with your local data. * Complete the spreadsheet in your local currency, and provide a multiplicative conversion factor for USD in the appropriate cell,along with the date on which the exchange rate was valid.&lt;br /&gt;
* The spreadsheet total costs are computed using both conservative (lower-bound) assumptions for the size of the conference and optimistic (upper-bound) assumptions, as specified in the first lines of the spreadsheet.  However, when considering venue and accommodation capacities, only upper-bound assumptions should be made, as specified in the relevant spreadsheet lines (there might be some flexibility here according to actual conditions, e.g., possibly not all rooms for parallel sessions will reach the maximal session capacity).&lt;br /&gt;
* With respect to overall banquet cost, the banquet ticket price should typically not exceed USD 75.  Beyond that attendance drops off, which pushes the per-person cost even higher because of constants such as venue rental, risking a serious loss.&lt;br /&gt;
* Equipment-related costs should include security arrangements, if relevant.&lt;br /&gt;

The Association for Computational Linguistics (ACL) hereby invites proposals to host the annual conference in North America. This conference, which marks the 40th anniversary of the ACL, will simultaneously be the 3rd annual conference of the ACL chapter for North America (NAACL).&lt;br /&gt;
&lt;br /&gt;
Draft proposals are being sought from prospective bidders. Based on an evaluation of the draft proposals, promising bidders will be asked to provide additional information as needed for the final selection.&lt;br /&gt;
&lt;br /&gt;
Bids for Local Arrangements Chair can include suggestions for General Chair, which must be someone other than the Local Arrangements Chair but could be at the same institution.&lt;br /&gt;
&lt;br /&gt;
The General Chair will be responsible for overseeing operations of the conference, including working with the Executives of the ACL and the NAACL and liaising with the Local Arrangements Chair to develop the budget and registration materials; working with the Program and Local Arrangements Chairs to develop the schedule and program; working with the ACL Executive Board to appoint supporting chairs to obtain outside funding, publicize the conference, and organize workshops, tutorials, student events, and demonstrations (none of these supporting nominations need to be included in the proposal); and coordinating the activities of the various chairs and their committees.&lt;br /&gt;

The ACL Executive Board will select the Program Committee Chair, who will be responsible for the processes of soliciting, receiving, and reviewing submissions; selecting the papers to be presented at the conference; notifying authors of acceptance or rejection; and developing the conference program.&lt;br /&gt;

Draft proposals are due on September 15, 2000. They will be evaluated by the ACL Executive Board by October 31, 2000. At this time, we seek preliminary draft proposals from prospective bidders in the relevant regions. Promising bidders will be asked to provide additional information for the final selection.&lt;br /&gt;

ACL 2020 will be organized in collaboration with NAACL as usual. The ACL 2020 Coordinating Committee, made up of representatives of the ACL and representatives from the NAACL, will select the General Chair and the Program Committee Co-Chairs for the conference. The Association for Computational Linguistics (ACL) hereby invites proposals to host the annual conference in North America. This conference, which marks the 40th anniversary of the ACL, will simultaneously be the 3rd annual conference of the ACL chapter for North America (NAACL).&lt;br /&gt;
&lt;br /&gt;
Draft proposals are being sought from prospective bidders. Based on an evaluation of the draft proposals, promising bidders will be asked to provide additional information as needed for the final selection.&lt;br /&gt;
&lt;br /&gt;
Bids for Local Arrangements Chair can include suggestions for General Chair, which must be someone other than the Local Arrangements Chair but could be at the same institution.&lt;br /&gt;
&lt;br /&gt;
The General Chair will be responsible for overseeing operations of the conference, including working with the Executives of the ACL and the NAACL and liaising with the Local Arrangements Chair to develop the budget and registration materials; working with the Program and Local Arrangements Chairs to develop the schedule and program; working with the ACL Executive Board to appoint supporting chairs to obtain outside funding, publicize the conference, and organize workshops, tutorials, student events, and demonstrations (none of these supporting nominations need to be included in the proposal); and coordinating the activities of the various chairs and their committees.&lt;br /&gt;
&lt;br /&gt;
The Local Arrangements Chair will be responsible for the activities such as arranging meeting rooms, equipment, refreshments, housing, on-site registration, participant e-mail access, security for equipment, the reception, the banquet, and working with the General Chair, the ACL, and the NAACL to develop the budget and registration materials.&lt;br /&gt;
&lt;br /&gt;
The ACL Executive Board will select the Program Committee Chair, who will be responsible for the processes of soliciting, receiving, and reviewing submissions; selecting the papers to be presented at the conference; notifying authors of acceptance or rejection; and developing the conference program.&lt;br /&gt;
&lt;br /&gt;
Draft proposals are due on September 15, 2000. They will be evaluated by the ACL Executive Board by October 31, 2000. Promising bidders will then be contacted and asked to provide further information due by December 1, 2000. The final bid will be chosen by the Executive Boards early in 2001.&lt;br /&gt;
&lt;br /&gt;
The conference should take place during June or July 2002, avoiding the national days of Canada and the USA.&lt;br /&gt;
&lt;br /&gt;
Given that this conference will mark the 40th anniversary of ACL, we welcome bids that include some special event or activity to honor this achievement.&lt;br /&gt;

International ACL conferences are usually held at the end of July.&lt;br /&gt;

The proposal submission process is in two stages. First, draft proposals are sought from prospective proposers. Based on the evaluation of the draft proposals, selected proposers will be invited to submit full proposals. ===Post-conference Breakfast===&lt;br /&gt;

The Exec has a post-conference breakfast on the day after the main conference of ACL. The ACL Exec members, main organizers of the ACL conferences of the year and the following year are invited to the breakfast. People mainly talk about issues concerning conference organization. The breakfast usually lasts 90 minutes.&lt;br /&gt;

ACL conferences have been requiring at least one of the authors to be present at the conference and give a talk in order for their paper to appear in the proceedings. In the unusual circumstances where none of the authors could make it to the conference due to visa issues or illness, an acceptable common practice has been for the authors to arrange a designated speaker who can deliver the talk on behalf of the authors. &lt;br /&gt;
&lt;br /&gt;
However, there have been increasing recent concerns regarding traveling bans (e.g., the US government in 2017 tried to impose a traveling ban on Iran, Libya, Somalia, Sudan, Syria and Yemen), which will likely impact many valuable members of our conferences. Thus, ACL recommends that conference organizers of all ACL endorsed conferences facilitate technical support for participants to present their work and engage with the audience remotely. The exact details on how to arrange technical support will vary depending on the available resources at different conference venues. This article serves as a general guideline.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Remote presentation chair:&#039;&#039;&#039; It is recommended that the conference organizers appoint a chair who will be in charge of facilitating remote presentations. The responsibilities of the remote presentation chair include (1) setting up the web applications, (2) reviewing the applications, (3) collecting recorded talks by a predetermined deadline, and (4) coordinating with the A/V support and the session chairs in advance for sessions that include remote presentations.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Recorded talks and live QA sessions:&#039;&#039;&#039; It is recommended that the authors prepare a recorded talk by a deadline proposed by the local chairs. The recorded video will be used for the main presentation since real time streaming may not be reliable. The QA session should be streamed live to maintain the interactiveness of the conference talks. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Application process:&#039;&#039;&#039; The authors will apply for remote presentation (for each paper separately) via a web application form submitted to the conference organizers by a deadline determined by the conference. To maintain the interactive nature of the conference, conference organizers may consider placing an upper bound on the total number of remote presentations allowed. The upper bound should not be too restrictive, keeping in mind the need to support authors who are struggling with major challenges such as visa restrictions, death in immediate family, major health issues, mobility issues, or other serious issues that impede traveling. At the same time, organizers should carefully examine the applications to allow remote presentations only when there is a compelling reason in order to maintain the interactive nature of the conferences. Another viable alternative to keep in mind, which has been the common practice in most previous conferences, is for the authors to send a speaker who is well aware of the work and can present the talk on behalf of the authors. Especially if the speaker can handle the QA session on behalf of the authors, this may be the preferred option over recorded talks. Yet another alternative that combines the strength of the remote presentation with a substitute speaker is to arrange a speaker who can give the talk on behalf of the authors, followed by an interactive QA session via live stream with the original authors.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Selecting presentation modes (oral vs. poster):&#039;&#039;&#039; The conference organizers will consult with local organizers to determine the viable options with respect to remote oral presentations vs. remote poster presentations. It is recommended that the organizers will consider different preparation requirements for each presentation mode as described below.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Supporting remote oral presentations:&#039;&#039;&#039; The technical crews and the session chair allocated for each session will need to be in charge of initiating the playback of the recorded talk and managing the live QA session. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Supporting remote poster presentations:&#039;&#039;&#039; The conference organizers will need to allocate support personnel with an appropriate computer for each poster who can be in charge of the playback of the recorded talk and the live QA session. Because poster presentations tend to be more interactive by nature, a potential concern with remote poster presentation is that conference audiences may not find this mode of presentation appealing enough --- especially watching a pre-recorded video on a small screen before initiating a live conversation --- to engage with the remote presenters. Therefore, many participants might engage directly with the presenters via live QA without watching the pre-recorded talks. Due to the potential disruption with the internet connection, however, it is recommended that the presenters prepare recorded talks.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Registration cost:&#039;&#039;&#039; The participants giving talks remotely will be required to register for the conference at a reduced cost. The exact amount will be determined by the ACL office and the Treasurer (including chapter Treasurer if applicable), based on data and information provided by the conference organizers. It is estimated that approximately 50% of the charge may be reasonable to share the required charge for reserving the conference venue and technical support. The discounted rate will be applicable only to conference registration. The ACL membership fee will remain identical for all participants.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Guidelines for local chairs:&#039;&#039;&#039; The local chairs will work with the venue to probe the available internet speed and the viability of live streaming during the QA sessions. It is important to keep in mind that even if the venue offers high speed internet connection, the streaming can be unreliable if the internet is unstable else where, for example, at the remote presenter&#039;s end.&lt;br /&gt;

A person has a conflict of interest with a submitted paper if that person:&lt;br /&gt;
# is a co-author of the paper, or&lt;br /&gt;
# has been a student or supervisor of one of the authors in the previous five years, or&lt;br /&gt;
# has co-authored a paper or collaborated with one of the authors in the previous five years, or&lt;br /&gt;
# is employed at the same company or institution as an author, or&lt;br /&gt;
# has any other circumstances that could cause a bias in evaluating the paper.&lt;br /&gt;
&lt;br /&gt;
===ACL Policy on Conflicts of Interest:===&lt;br /&gt;

To avoid conflicts of interest, participants at all levels -- reviewers, area chairs, and program chairs -- must:&lt;br /&gt;

* &#039;&#039;&#039;Disclose potential conflicts of interest:&#039;&#039;&#039; All participants (reviewers, area chairs, and program chairs) are responsible to determine and disclose potential conflicts of interest as soon as they have access to the conference submissions.&lt;br /&gt;
* &#039;&#039;&#039;Restrict decision making:&#039;&#039;&#039; No person shall review or participate in the acceptance decision of any paper for which they have a conflict of interest.&lt;br /&gt;
* &#039;&#039;&#039;Protect reviewer identities:&#039;&#039;&#039; The identity of the reviewers of a conflicted paper shall be withheld from all people who have a conflict of interest with that paper.&lt;br /&gt;
&lt;br /&gt;
===Recommended Procedural Guidelines:===&lt;br /&gt;
&lt;br /&gt;
As the community has grown increasingly collaborative, it has become a challenge to organize the reviewing and decision procedures to strictly enforce the three criteria listed above for all types of conflicts of interest (COIs). The recommended procedural guidelines below, updated in May 2016, are current best practices given the recent community size and the conference management software. With the consent of the ACL Executive Board, future program chairs are empowered to add to and improve these best practices to better support the ACL policy on conflicts of interest.&lt;br /&gt;
&lt;br /&gt;
====Definition of Senior Program Committee (SPC):====&lt;br /&gt;
&lt;br /&gt;
In what follows, SPC refers to people who are in charge of review assignment and management. Thus, SPC refers to area chairs for large conferences such as ACL, NAACL, EMNLP, and SPC refers to program chairs for workshops or small conferences where program chairs handle review assignment directly without area chairs.&lt;br /&gt;
&lt;br /&gt;
====Handling of a Reviewer&#039;s COI:====&lt;br /&gt;
&lt;br /&gt;
* The SPCs (area chairs or program chairs, as defined above) must not assign a paper to a reviewer who has a conflict of interest.&lt;br /&gt;
* If a reviewer determines that they may have been inadvertently assigned to a paper with a conflict of interest, they must immediately disclose the fact to the SPC. If there is indeed a conflict of interest, the SPC will reassign the paper to another reviewer. It is the reviewer’s responsibility to examine potential conflicts of interests as soon as possible after the papers are assigned to them.&lt;br /&gt;
* The SPCs must ensure that the reviewers know they must examine the potential conflict of interest as soon as possible after the papers have been assigned to them. &lt;br /&gt;
&lt;br /&gt;
====Handling of an area chair&#039;s COI:====&lt;br /&gt;
&lt;br /&gt;
The following guidelines are applicable to conferences that operate with area chairs.&lt;br /&gt;
&lt;br /&gt;
* Papers co-authored by area chairs must be assigned to areas other than the one they chair. If no adequate area is available, the program chair must create a special COI track and directly manage the reviewing and acceptance decisions.&lt;br /&gt;
* If an area chair has a COI with a paper (but is not an author), there are two options:&lt;br /&gt;
** Option A: the paper will be assigned to another area. If no adequate area is available, the program chair will create a special COI track and handle the management of reviewing and acceptance directly. This is the desired option as it completely separates the area chair and any co-area chairs from the decision making. However, as the community has grown with increasing collaboration, a substantial portion of the papers might need to be re-routed to the special COI track. Therefore, Option B is also acceptable.&lt;br /&gt;
** Option B: the paper may remain in the area provided that at least one other area co-chair does not have a COI with that paper. ===Post-conference Breakfast===&lt;br /&gt;

The Exec has a post-conference breakfast on the day after the main conference of ACL. The ACL Exec members, main organizers of the ACL conferences of the year and the following year are invited to the breakfast. People mainly talk about issues concerning conference organization. This document outlines the procedures and sets out the respective roles of the ACL and Chapter in the planning and organisation of ACL conferences that are joint with a local chapter.&lt;br /&gt;

* The name of the conference will be &amp;quot;The nn Meeting of the Association for Computational Linguistics&amp;quot;.&lt;br /&gt;
* The standard form for the acronym of the conference will be ACL-year(e.g., ACL-2019)&lt;br /&gt;
* The publicity of the conference (e.g., Call for Papers, Call for Participation, programme, web-site) will recognise the participation of both the ACL and the Chapter.&lt;br /&gt;
* The planning and organisation of the conference will be overseen by a special ad-hoc Coordination Group comprising:&lt;br /&gt;
** President, Secretary, and Treasurer of the ACL, or their representatives. (Current ACL  policy is for the President to be represented in this capacity by the past-President.)&lt;br /&gt;
** Chair, Secretary, and Treasurer of the Chapter, or their representatives&lt;br /&gt;
** business officer of the ACL&lt;br /&gt;
** one additional member from each of the ACL executive committee and the Chapter board.  The newest member of the ACL Executive Committee will be the additional representative from ACL.&lt;br /&gt;
* This group will be formed at least 24 months before the due date of the conference, but preferably before this.&lt;br /&gt;
* The group will be chaired by the ACL President (or representative).&lt;br /&gt;
* The first task of the group will normally be to send out the Call for Bids and to oversee the site-selection process. It is recognised that in some cases (e.g., in order to co-locate with other conferences or meetings) the Call for Bids may be broadcast prior to the formation of the group.&lt;br /&gt;
*  The role of the ACL executive members on the group will be to ensure that ACL standards are maintained and to assist the Local Arrangements Chair in securing international sponsorship.&lt;br /&gt;
* The role of the Chapter board members will be to ensure that the conference has a local flavour and to assist the Local Arrangements Chair in securing local sponsorship. This also includes tasks like keeping an eye out for the geographical distribution of the conference committee members, proposing a local invited speaker etc.&lt;br /&gt;
* In coordinating the conference, this group is the liaison point between the General Chair of the conference, and the ACL exec and Chapter board.&lt;br /&gt;
