The MIT Press costs, which cover copyediting,<br /> proofreading, typesetting, web hosting plus ancillary things like marketing<br /> and the handling of rights permissions have typically been on the order of<br /> US$45-50k per annum. <br /> <br /> 2 The New Model<br /> <br /> We have worked out a new cost structure for the MIT Press production costs.<br /> There are a number of details here, but the major substantive elements are<br /> that (a) we are reducing some of the production costs by using a LaTeX-aware<br /> copy editor; and (b) MIT Press has agreed to substantially reduce its<br /> management overhead. Consequently, the new target per annum MIT Press cost<br /> is about US$28k, representing a saving of at least US$17k per annum. Basic Structure: Shadow Accounts&lt;/p&gt; &lt;p&gt;1.1 All funds brought in by any ACL activity (conference, chapter conference, workshop, SIG workshop, grant, donation, membership, journal fees, etc.) ultimately belong to the ACL, unless explicitly specified to the contrary.&lt;/p&gt; &lt;p&gt;1.2 To give chapters and SIGs a certain amount of operational flexibility, and to facilitate affiliation of the ACL with other organizations, so-called Shadow Accounts will be set up. These accounts will record the amount of funds `belonging' to the daughter organizations.&lt;/p&gt; &lt;p&gt;1.3 The funds in a shadow account might be held either in a bank account separate from the principal ACL account, or they might simply be an amount earmarked as `belonging' to the daughter organization, or a mixture of the two. Basic Structure: Shadow Accounts&lt;/p&gt; &lt;p&gt;1.1 All funds brought in by any ACL activity (conference, chapter conference, workshop, SIG workshop, grant, donation, membership, journal fees, etc.) ultimately belong to the ACL, unless explicitly specified to the contrary.&lt;/p&gt; &lt;p&gt;1.2 To give chapters and SIGs a certain amount of operational flexibility, and to facilitate affiliation of the ACL with other organizations, so-called Shadow Accounts will be set up. These accounts will record the amount of funds `belonging' to the daughter organizations.&lt;/p&gt; &lt;p&gt;1.3 The funds in a shadow account might be held either in a bank account separate from the principal ACL account, or they might simply be an amount earmarked as `belonging' to the daughter organization, or a mixture of the two. That is, the shadow account is a (possibly) virtual sub-account of the accounts of the international ACL.&lt;/p&gt; &lt;p&gt;1.4 A shadow account must be dissolved and its funds returned to the ACL either upon request of the ACL Executive, or when the daughter organization is dissolved.&lt;/p&gt; &lt;p&gt;2. Signature Authority and Usage&lt;/p&gt; &lt;p&gt;2.1 The shadow accounts will be managed by the ACL Treasurer, unless he or she allocates (partial or full) management to the daughter organization.&lt;/p&gt; &lt;p&gt;2.2 If management of a shadow account is allocated to the daughter organization, both the ACL Treasurer and the Treasurer of the organization will have signature authority over the shadow account.&lt;/p&gt; &lt;p&gt;2.3 Funds in shadow accounts can be spent by the daughter organizations without requiring formal approval from the central ACL Executive or its Treasurer, as long as this usage is consistent with the policies of the ACL. Usage of the funds in unusual ways requires approval from the ACL Executive.&lt;/p&gt; &lt;p&gt;2.4 To ensure consistency with ACL policies, the ACL Secretary will maintain a list of approved purposes for which shadow account funds can be used.&lt;/p&gt; &lt;p&gt;3. Reporting&lt;/p&gt; &lt;p&gt;3.1 Every year at the annual business meeting of the ACL (and also at the ACL Executive meeting that precedes it during the ACL conference), the daughter organization must provide full accounting of its financial activities during the past year, including the activity of satellite shadow accounts.&lt;/p&gt; &lt;p&gt;4.2 The daughter organization must provide full accounting of its financial activities to its own members at least once a year.&lt;/p&gt; &lt;p&gt;5. Maintaining a Minimum&lt;/p&gt; &lt;p&gt;5.1 At the beginning of every financial year, the ACL Treasurer will ensure that each shadow account contains a specified minimum, by transferring from the ACL central account the requisite amount. This minimum will not take into account the contents of satellite shadow accounts.&lt;/p&gt; &lt;p&gt;5.2 At the time of writing, the minimum for chapters is US$5000 and for SIGs is US$0.&lt;/p&gt; &lt;p&gt;6. Income and Loss&lt;/p&gt; &lt;p&gt;6.1 Unless explicitly designated otherwise by the giver, income derived from the activities of a daughter organization will be added to its shadow account. In the case of joint ACL-chapter conferences, the income will be split. In such a situation, the central ACL will continue to ensure that the involved shadow account contains the agreed-upon minimum at the beginning of each financial year. The part-time editorial assistance<br /> costs around A$15k per annum; this pays for one day a week of Suzy Howlett,<br /> our editorial assistant. The MIT Press costs, which cover copyediting,<br /> proofreading, typesetting, web hosting plus ancillary things like marketing<br /> and the handling of rights permissions have typically been on the order of<br /> US$45-50k per annum. <br /> <br /> 2 The New Model<br /> <br /> We have worked out a new cost structure for the MIT Press production costs.<br /> There are a number of details here, but the major substantive elements are<br /> that (a) we are reducing some of the production costs by using a LaTeX-aware<br /> copy editor; and (b) MIT Press has agreed to substantially reduce its<br /> management overhead. Consequently, the new target per annum MIT Press cost<br /> is about US$28k, representing a saving of at least US$17k per annum. These meetings have become quite popular, and EMNLP is now typically a 3-day conference with 400-500 attendees and 1000-1600 page proceedings.<br /> <br /> In July 2011, SIGDAT presented 15th anniversary EMNLP conference in Edinburgh, Scotland at the University of Edinburgh John McIntyre Conference Centre and Informatics Forum. The main (three parallel) sessions took place between July 27-29, followed by 2 days of workshops on July 30-31. Paola Merlo was the general chair, Regina Barzilay and Mark Johnson were program co-chairs, Bonnie Webber was the local arrangements chair, Marie Candito was the workshop chair and Wangxiang Che was the publications chair. 626 submission were received, and 149 papers were accepted (an overall rate of 23.8%). 95 papers (15%) were accepted for oral presentation, and 54 (9%) were accepted for poster presentation. In addition, for the first time, the EMNLP conference was held as a stand-alone anchor event with associated workshops.<br /> <br /> In 2012, SIGDAT and SIGNLL organize the joint Conference of EMNLP and CoNLL at Jeju Island, Korea, July 12-14, collocated with ACL-2012. Jun'ichi Tsujii is the General Chair, James Henderson and Marius Pasca serve as the program co-chairs, Dary Deunbae Lee and Jong C Park are local arrangements chair and Naoaki Okazaki is the publication chair. There were 22 area chairs. Eric Xing and Patrick Pantel will present invited talks. 570 submissions were reviewed, and 139 papers were accepted (an overall rate of 24%). 99 papers (17%) were accepted for oral presentation, and 40 (7%) were accepted for poster presentation.<br /> <br /> The election of SIGDAT officers was hold in the last quarter of 2011. The newly elected 2012 SIGDAT officers are:<br /> <br /> President: Yuji Matsumoto<br /> Vice President: Eugene Charniak<br /> Vice President Elect: Philipp Koehn<br /> Secretary-Treasurer: Noah Smith<br /> <br /> Other than those, there are 28 Advisory Committee Members.<br /> <br /> Overall, SIGDAT has had a continuing history of organizational success, with six consecutive years of 400-650 submissions and 230-300+ attendees, suggesting the viability of SIGDAT continuing to organize off-phase and/or stand-alone EMNLP meetings in the future when the NLP conference calendar is relatively thin while helping to provide critical mass to collocated ACL conferences in very crowded years. We are now discussing the date and venue of 2013 conference and considering two possibilities, a stand-alone conference in the west coast of US or a collocated one with ACL-2013 in Sofia.</div>

Over the past year we sup...</p> <hr /> <div>ACL SIGGEN report 2011-2012 <br /> SIGGEN continues to be a valued shared resource for an active and developing community of researchers in natural language generation. Over the past year we supported a number of workshops and initiatives and maintained and developed our web presence. We have just now held the 7th International Conference on Natural Language Generation, INLG 2012. <br /> <br /> The SIGGEN board has not changed this past year. However, Ielka van der Sluis (chair of the board) moved from Dublin to Groningen, and three current board members are reaching the end of their term, so that we will be preparing for elections in the fall. …<br /> <br /> SIGGEN organises the biennial INLG conferences and INLG 2012 (http://nlp.cs.uic.edu/inlg2012/) was competently organized by Barbara Di Eugenio (University of Illinois, Chicago, USA) and Susan McRoy (University of Wisconsin, Milwaukee, USA). INLG 2012 took place at Starved Rock State Park, Utica IL, about 90 miles / 144 km south of Chicago, IL, USA. The conference was held immediately prior to NAACL-HLT 2012 at Montreal, Canada. This year INLG received 27 submissions (12 full papers, 9 short papers and 6 demo proposals) from 10 different countries from around the world. 8 submissions were accepted as full papers, 10 as short papers (2 presented orally, and 8 as posters),<br /> and 3 demos. In addition there were 6 paper and two poster presentations for the GenChal'12 and two keynote addresses by Kathy McCoy (University of Delaware) and James Lester (North Carolina State University). With 39 attendees, of which 35 paying, 2 organizers, and 2 invited speakers, we experienced an academically, socially and financially successful conference. The number of submissions received by INLG was quite a bit lower than what we had hoped for. We are discussing possible reasons and will address them when preparing for INLG 2014. In particular, it might be better to find a location closer to the venue of the larger event that we are trying to piggy-back on.<br /> <br /> In addition, SIGGEN offers (non-financial) endorsement to workshops and activities related to language generation. This year we were pleased to support the 13th European Workshop on Natural Language Generation (ENLG 2011; http://talc.loria.fr/13th-European-Workshop-on-Natural.html), which took place in Nancy on 28 - 30 September 2011 and was organised by Claire Gardent (LORIA INRIA, Nancy, France) and Kristina Striegnitz (Union College, Schenectady, NY). ENLG received 41 submissions (24 long, 17 short) of which 13 long papers were accepted to be presented orally and 12 short papers were accepted for poster presentations. The workshop provided lots of room for informal discussions (which the participants seemed to happily take advantage of). The program also reserved one slot for birds-of-a-feather sessions, in which the participants suggested topics and then split up into groups for informally discussions about these topics. This is a session format that our community is not very used to and people were somewhat hesitant to suggest topics, but in the end three different discussion groups had formed and the organizers received a lot of positive feedback on the birds-of-a-feather sessions. Next year, we are looking forward to the 14th European Workshop on Natural Language Generation. Albert Gatt (University of Malta, Malta) has stepped forward to take care of the organisation. Most likely, he will apply for ENLG to be a workshop at ACL 2013 in Sofia, Bulgaria.<br /> <br /> SIGGEN also endorsed a workshop on Language Generation and Evaluation (UCNLG+Eval; http://www.nltg.brighton.ac.uk/ucnlg/ucnlg11) which was organized as a one day workshop at EMNLP 2011 in Edinburgh by Anja Belz (University of Brighton, UK), Roger Evans (University of Brighton, UK), Albert Gatt (University of Malta, Malta) and Kristina Striegnitz (Union College, USA).<br /> <br /> Finally, SIGGEN continues to endorse Generation Challenges (http://www.itri.brighton.ac.uk/research/genchal12/), an umbrella and incubator for shared task evaluations in the area of natural language generation. Generation Challenges 2012 was the 6th edition. Reports on ongoing shared tasks and new task proposals were presented at INLG 2012. The results of the HOO -- Helping Our Own -- task (http://clt.mq.edu.au/research/projects/hoo/hoo2012) were presented at the Workshop on Innovative Use of NLP for Building Educational Applications at NAACL-HLT 2012. Three shared tasks are currently preparing for an evaluation (Surface Realization, GRUVE - Generating Route Instructions under Uncertainty in Virtual Environments, Question Generation) and three new tasks were proposed.<br /> <br /> It is encouraging to see all this activity in the field. However, the visibility of NLG in mainstream conferences and in industry remains rather low. Therefore, at INLG 2012, a panel discussion was held on `Advances in NLG: impact on industry’. The panelists were (Eva Banik (Computational Linguistics Ltd UK) , Pablo Dubuoe (Les Laboratoires Foulab Canada), Chris Howell (Agfa Healthcare USA), Ehud Reiter (Univ of Aberdeen / Data2Text, UK), Frank Schilder (Thomson Reuters R&amp;D US)). The panelists were asked to think about: &quot;how their organization is using NLG, how they see it as providing value/impact, and what particular advances in NLG they might employ in the future or what challenges the NLG community might most usefully address.&quot; The discussion included lots of interaction and questions from the audience. Some thoughts from the panel: the need in the &quot;real world&quot; is definitely there. Obstacles to full deployment in industry were found in: necessity to educate collaborators and users on what NLG can do; lack of shared, easy to use resources (huge learning curve).<br /> <br /> To further SIGGEN’s visibility the SIGGEN website has been well-maintained in 2011 and 2012 due to the efforts of our webmaster Margaret Mitchell. The SIGGEN website was linked to the NLG resource pages at the ACLwiki and holds an updated list of the job opportunities in the field.<br /> <br /> SIGGEN's financial position was extremely healthy. Prior to INLG-2012, SIGGEN had USD 7741 in its sub-account. At the point of writing the final budget for INLG 2012 is not known yet, but we are confident that we played at least even.</div>

The main goal and activity of SIGPARSE is to ensure the continuity of the biennial 'International Conferences on Parsing Technologies' (IWPT) series. The last conference was the 12th in the series, held in Dublin, Ireland in October 2011. Harry Bunt served as General Chair, Joakim Nivre as Program Chair, and Ozlem Cetinoglu as local arrangements chair. The conference lasted three days, and included 26 presented long talks and short talks/posters, and 3 invited talks.<br /> <br /> Building on the success of the first workshop in 2010, the 2nd Workshop on Morphologically Rich Languages (SPMRL 2011) was held as an integral part of IWPT 2011. At the workshop, 8 papers were presented covering a broad range of languages (Arabic, Basque, French, German, Hindi, Korean, Turkish), and the workshop was rounded off with a panel discussion.<br /> <br /> SIGPARSE was scheduled to hold elections for SIG officers in 2011, to take office in 2012. Of these, 137 are attending only workshops or SIGdial or EMNLP/CoNLL and six are complimentary or sponsors. Another 35-45 are volunteers or SRW student attendees who have not registered yet and are not included in my totals. <br /> <br /> The Office is providing advice and an advance to the SIGdial 2012 organizers in Seoul and to the co-located EMNLP/CoNLL 2012 conference in Jeju. Due to our steady growth of members, starting in 2009, the SIGDIAL venue became a conference and began to recognize Best Paper awards. The SIGDIAL 2011 was held in Portland, Oregon. The Conference Chairs were Johanna Moore and David Traum. The Technical Program Chairs were Joyce Chai and Rebecca Passoneau. Peter Heeman served as the Local Chair. For 2012, SIGDIAL will be held in Seoul, South Korea, in co-location with ACL 2012 on July 5-6. The Conference Chairs are Gary Geunbae Lee and Jonathan Ginzburg. The Technical Program Chairs are Claire Gardent and Amanda Stent. Minwha CHung is serving as the Local Chair. In keeping with a tradition started in SIGDIAL 2010, papers received mentoring from senior members of the community. Kallirroi Georgila served as Mentoring Chair. Jason Williams served as Sponsorship Chair, securing $7600 from a record number of sponsors: AT&amp;T, AVIOS, Honda Research Institute, Microsoft Research, IBM Research, Korea Telecom, NHN Corporation and Seoul National University. For SIGDIAL 2012, 63 papers were submitted, 40 of which were accepted as long papers, 19 as short papers and 4 as demo papers.<br /> <br /> In SIGDIAL 2012, a number of new initiatives were implemented. First, the SIGDIAL Board decided to video-record selected talks and archive them on the web. Toward this effort, we received a generous grant of 1,000 Euros from the ISCA Interspeech 2010 Board. Second, the Executive Board and the Conference Committee decided to fund student travel via the ISCA Student Travel Grant application process. For travel to Seoul Korea, SIGDIAL funded 3 students at $600 each. ISCA also generously funded 3 students.<br /> <br /> SIGDIAL 2013 will be help in Lyon, France on or around August 23-24 in co-location with INTERSPEECH 2013. The conference completed successfully, attracting a healthy number of attendees. The organizing committee was excellent and put together interesting programs and I am very grateful for the effort they put into this conference.<br /> <br /> While NAACL HLT 2012 followed the format of previous conferences for the most part, there are a number of differences worth pointing out. The program co-chairs pioneered the first ever &quot;NLP Idol: Plucked from Obscurity&quot;, which was fun and informative, and very well-received. Also the first time we had Priscilla as the Local Arrangements Chair, assisted by a local advisory team. This worked out very well as long as future organizers are aware of the need to fill a couple of roles that are typically covered by the Local Arrangements Committee. I will discuss these in the rest of this report, which consists of my experience as well as feedback from the organizing committee.<br /> <br /> In general, questions were raised about the 'HLT&quot; component of the conference. Perhaps more discussions can be paid to its role in the conference in the future? I have much longer versions of reports from many organizers, which I will not include in full here, but will forward on to the NAACL board and next year's general chair for their reference.<br /> <br /> Main Conference<br /> <br /> The main conference received 196 full paper submissions of which 61 papers were accepted (31% acceptance rate), as well as 105 short paper submissions of which 36 were accepted (34% acceptance). The number of submissions received was lower than in past years, and, based on postmorten analysis, is likely due to the fact that the submission deadline was 9 days before the ACL submission deadline and that no double submission was permitted. <br /> <br /> This year we also inargurated &quot;NLP Idol&quot;, a &quot;game show&quot; in which four contestants each tried to convince the audience that a past paper deserves a revisit in today's NLP world. The contestants and judges all did a great job, and it was both informative and entertaining for all involved. Overall, this new session was very well received.<br /> <br /> The PC co-chairs felt that it was very hepful to have one PC chair who had experience as publications chair in the past. Eric Fosler-Lussier as PC co-chair and past pub chair, played a very active role in the publication process which made everyone's life easier.<br /> <br /> Local Arrangements<br /> <br /> Local arrangements worked out very well. One lesson learned is to leave sufficient time to ship equipment to Canada and stay on top of the shipping company like a hawk. We ended up receiving our shipment on the last day of the conference, although things ran so smoothly without them that most people didn't even notice it.<br /> <br /> Two roles typically filled by the local arrangements committee that caught me a bit by surprise is webmaster and conference handbook production. The former I realized fairly early on, and was able to enlist a summer student to take on the role (this role may be easier for someone working at a university to fill than it was for me). The latter we didn't realize until just over one month before the conference and we ended up soliciting student volunteers to produce the handbooks. This wokred out very well, though future general chairs should take note of that and make sure they recruit someone sooner than we did (it was stressful for a while there). <br /> <br /> Publications<br /> <br /> <br /> While the NAACL publications process is pretty well integrated with the START system, a few steps in the end were not fully supported and not well documented, which resulted in some hickups in the process. The publications co-chairs suggest that the code they developed to address the problems be integrated into START to streamline the process for future years. They also suggest better documentation for the process as well as have an experienced publications chair play an advisory role in a future year. Nizar Habash is willing to volunteer to carry out some of these tasks.<br /> <br /> Tutorials<br /> <br /> One of the tutorials had low registration and it was discussed at one point whether it should be canceled or not. We ultimated decided that it should go on and the conference should absorb any financial loss (I believe in the end there wasn't a loss), out of fairness to the tutorial presenters. However, during that discussion, it was mentioned that the 6 tutorials is generally preferred over 8. It would be good to make this recommendation available somewhere for future tutorials chairs. <br /> <br /> Furthermore, there was some difficulty in getting tutorial slides from the presenters weeks in advance (in time for printing and for USB). The question was raised about whether it is worth the trouble to do so. <br /> <br /> Webmaster<br /> <br /> It may help to have a unified menu and submenu structure across conferences, instead of having each webmaster go through the trial-and-error process. This will also ensure that important information doesn't get left off of the website. Dirk Hovy is happy to provide code and experience for future webmasters.</div>
